Many made in China items are listed on ebay, but if the listing shows an Item location with a U.S. City and State, then the listings will show up when U.S. only is selected.
There are many U.S. registered sellers who are actually based in China that give U.S. locations, and there are many China registered sellers who ship from U.S. locations. Either of those type sellers has to ship from the stated location, or you can return the item for not being as described.
It's not allowed. eBay has a policy about item location misrepresentation.
You can report the listing and the seller.

Edit to add more context on my reply: the original post said the seller advertises a US location, then it takes weeks longer to arrive when the seller ships from China.
