Are you waiting on a response (from eBay) regarding your report, or a response from the seller aiming to satisfy you? Respectfully, I don't think you'll receive either. Hang in there...
What was the reason for the report? You won't get any response about the report, but if there is an issue with an order that still needs to be resolved, there are other steps you can likely take to resolve it. Reporting a seller is not ever the right way to resolve an issue with a specific order, even if it may be a good additional step to take sometimes. Please come back and explain the issue so we can see what you do need to do now.

Due to privacy concerns, eBay won’t give you any information on the outcome of a report.
Whether Ebay takes any action or not, you will not be notified.
Ebay protects the seller's privacy.
That said, Ebay does not rely on individual reports of sellers to take action.
It considers the seller's history of performance and the objective metrics it maintains on sellers including Ebay MBG activity and a cumulative history of reports and VeRo complaints.
If you read a listing and reported a seller, there is a very small chance it will cause any action, and if it does you will not be told what the action was.
There is a long history of malicious, false reports of both sellers and buyers.

It wasn't meant to, I assume. They were trying to point out that it's not the correct way to get resolution of an issue, and has been misused.

What is the correct way for someone to report a seller listing that has an issue & when that person doesn't have the standing to address the issue with eBay's MBG?
It does not appear that there is actually a way to do what you want to do. Unless this involves a transaction between the reporter and that seller, eBay is apt to err on the side of caution, thinking that all reporters are just sellers who have the same item or items for sale and are trying to trash the competition. In that case, all we can do is hope that the seller messes up in some other big way to get on eBay's radar.
Again, worth repeating here: ALL eBay buyers have access to the MBG if what they receive is NAD. And ALL eBay buyers need to arm themselves with at least the basic knowledge about what they are buying. That's about all that can be done at this time.
If eBay does receive a ton of report about a particular seller, they possibly will investigate, don't know. But I bet that number has to be humungous.
