Leaving negative feedback - what's ebay's criteria for getting it removed?
I buy old teddy bears, restore them and sell them on. Recently purchased a very old "fixer upper" on eBay, and the delivery date I was given has come and gone with no parcel. The seller claims to have used Tracked 48 to send the item, but has ignored my request for the tracking number; I have also not received the usual email from Royal Mail stating that they have my parcel. I'm becoming more and more convinced that the seller hasn't actually sent the bear at all because it went for less than they expected it to, and am about to file an Item Not Received claim. I'm asking myself whether it's worth leaving negative feedback, because the last time I did this (item arrived stained with nicotine and reeking of cigarette smoke, and eBay had to step in an refund me when the seller refused to accept a return) I left factual, non-abusive feedback so that others could be warned; the seller asked me to remove the feedback, I refused, and somehow they got it removed anyway! Any advice much appreciated, many thanks in advance.

Before leaving any feedback check your seller's feedback profile page. You want to look to see if your seller has received any feedback for selling before, or has not received any in over a year. If they haven't received any feedback before or in over a year, they probably ran into the 21-30 day hold ebay places on all new or returning sellers first few payments, and they do not know how to deal with it, to get the funds released sooner. Your seller could have a fair number of feedback and even a 100% rating, but all for buying not selling at lest in the last 12 months.
FYI. You might have gotten quicker answers if you had posted your issue on your home site's community ( ebay.co.com ) these are the U.S. site's community boards ( ebay.com ) and we are at least 6 hours behind you time wise.
If this is their first sale or the first one in over a year, they probably have not shipped the item because on their account your payment status shows Pending, so they do not think it has cleared and haven't shipped the item yet.
May new or inexperienced sellers make up excuses, or do not reply when they run into the hold, thinking the messages are an attempt to scam them some how. If you want the item instead of a refund, try messaging them again. Tell them if they have not shipped because your payment is marked as Pending, to do a Google search for "Payments on hold, ebay" if they do that they will get the information they need to complete the transaction, and get the funds released.
If they do not respond within a few days, file an Item Not Received (INR) dispute with ebay and leave a negative feedback. In the comment, stick to the facts; bought on date, had not shipped by last estimated delivery date, Do not mention filing a dispute with ebay as that is grounds for a seller to get a feedback removed.

·2 years agoSince the seller failed to provide a tracking number and you have not received the item, it is reasonable to leave a factual feedback. If eBay still removes it, I suggest you try submitting the feedback again and contact eBay customer service.
You may also consider maintaining a professional and objective tone when submitting feedback and avoid using any emotionally charged words.

I don't believe eBay has ever posted its policy regarding the complete removal of negative (or neutral) feedback. We've all had to try to figure it out based on reading posts from buyers and sellers who've been impacted by the removal or non-removal ... with no way to know for sure how accurate our guesses are.
I know there are certain things that cannot be mentioned in feedback ... but that doesn't necessarily lead to the removal of the entire feedback. Sometimes just the comment is removed ... with the 'rating' remaining in place.
