Just received a white/faceless mini teddy bear from ebay? (Kentucky)?? Thank you???????

I just received a little package from Kentucky that indicates it was from ebay sent as a gift. It is white and there is no face. It came in a little plastic bag with a card from ebay. The bag has a tag/sticker that says YOU HAD ME AT  HELLO "I love you" "I know". The business card says Ebay with a plane zooming across the top, then says "Thanks for my dear", the back says "Thank you for your support and trust in us. This is our little gift to you, we have been committed to providing high quality goods and excellent services. The item you ordered has been delivered to the post office, under normal circumstances the item will be delivered within 7-10 working days. If you do not receive the goods and are satisfied without goods and services, please leave us a feedback after receiving the goods, this will be our greatest encouragement and suppiort. If you have any questions or suggestions, please feel free to contact us we will do our best to solve it for you,  Have a nice day, best regards. The item envelope indicates U SKY3 Warehouse, Gateway BLVD Hebron KY. (I left the actual #'s off) There are also 2 reference #"s. ****Ebay is in California? So.......wondering if this is part of a scan to prove delivery of an item I never received?

What the heck is this for? I want to also note, the last item I purchased a week ago was a convection heater that the seller marked shipped but was never in transit. I received a message from the seller indicating 'the item was bumped and returned by the shipper, we have issued a refund."

Yet in paypal, they indicated ebay refunded partial payment. So I'm wondering if this was from a seller, to prove delivery of an item never sent?

Thanks for your insight as to what this is all about.

I think I just realized how this works... that the only option I have is to file NON RECEIPT or re-sell? and..., and of course, If I went with the Non Receipt, I would have lost.  Because the tracking shows the item was delivered, but, the tracking was actually the gift from the seller and not the item. (the seller indiated the item was damaged and the shipper returned it. (I don't think it was ever shipped) (for those who did not see the reason for this post, the item was paid with paypal credit and after the seller initiated the refund, on their own decision, due to the claim THEY MADE that the item was damaged and returned, still has a balance of $43. Paypal says there was only a partial refund given, and to contact the vendor about it being a partial payment...The vendor is ebay according to paypal. in the sellers message mentions something about 30% discount or restocking fee? So maybe that's how the $43 comes into play? Or a reason why retained? but again, the tracking did not track the actual item purchased, just the bear. With a card FROM EBAY!!!!!!!

Here is what I received, not the item. Tied to the purchase. Proof of delivery is attached to the sale item.bear2.JPGbear3.JPGbear4.JPG

Have you opened an item not as described case?

Ebay says it was refunded so no action can be taken. Paypal says they only partially paid it off, seller says he is now sending a refund. I did get a partial so far, ebay says send paypal a screenshot of the refund in myebay, paypal says they can't get screenshots, nor can see into my ebay account.  I'm not sure what's going on, but it's a screwed up situation that seems intentional to defraud, IMO. i'm on it.

The tracking associated with the money should be reserved for the item and not a "token" of customer appreciation. The guilt is thick but I don't buy it.

I purchased this with paypal 6 months credit, and I now have a balance of $43 and change after the refund.

Click here to go to your item listing @funnymaniac2 then click "View Order Details" at the top of the listing.

Look at the Total (pointed with the arrow above).

If the total is $0.00 then you have been fully refunded, and why you can't start a return. The $43+ at PayPal may be your cost to use PayPal Credit which is not free, even though you didn't buy anything this time.

Even though you said you used the promotion of no interest for 6 mo @funnymaniac2 , is it possible you missed or were late on a payment? There's a fee up to $41 for late payment and if they applied interest for being late the terms say minimum $2. Could that account for the $43 PayPal says you owe?

Interested in a response to the above post @funnymaniac2 . Have you contacted PayPal to find out if the $43 is fees implemented by PayPal?

The screenshot you just posted shows you were refunded in full through eBay. This is not an eBay issue. If the seller was trying to scam you they would not have refunded you in full.

You are misunderstanding the latest response from the seller. When they said they refunded you right away, they were referring to the initial refund which was done in full. They were not saying they will send a second refund. It would be systematically impossible for them to send a refund over the amount you paid.

You need to connect with PayPal customer service to find out why it shows you owe $43.

I owe many purchased in my paypal credit 6 month deals. I use this a lot. My last minimum was 30 and I paid off a purchase that was due in February. Nothing is due again until March, so I am way ahead of my paypal. I contacted paypal, they said the seller issued a partial, yet ebay shows it's fully refunded. Not sure what's going on.  Other purchased that were never shipped, that were refunded are $0.00 balance. This was my very last transaction using this payment method. I have many other sources to pay for things. My credit is really good so I can't aford to let any payments slide. I never got this item, I just bought it Oct 31, no interest acrued yet.

I can see your point but that's not went down. I could see the refund yes, of course, but in paypal the balance for THIS ONE TRANSACTION. There are no paypal fees when you purchase an item with 6 months no interest. I didn't get it so it will zero out. Many items are not sent and they zero out when they say refunded. This is my very last purchase, of 30  the past 6 months that has a balance less than 100, but 100 is the minimum. So, that's not what happened. I just updated with another response by the seller. If I can post it I will, apparently some pics I took were removed so not sure what I can/can't post. I thought it was a full disclosure forum. Granted the personal info I gave up was my own, and I mentioned the name VIA THE PIC/ response from the seller. The bottom line is, the tracking to the item, was not the item, rather a decoy. PERIOD. And because they initiated the partial is why there was a balance. If I had paid direct from a CC, I probably wouldn't have associated the bear with the heater.  By then, the bear would be in the trash. So I couldn't return it. I posted the pics of the bear and the items that came with it. Not sure if they were removed because the package had my info. Thanks for taking the time to think what could have happened. It's interesting to know what goes on.

Seems that some off-shore sellers send a small item of sorts  (that gift) to meet the shipping metrics as well as sending the bulkier item, and those transactions actually work out.   Sometimes they don't.

    Let me guess.

The seller from whom you purchased a convection heater is located in China.

    Yep.

Usually when they do that, the item says it located in the US, but ends up shipping from China.

But his the listing shows it's shipping from China.

To tell you the truth, if I would have noticed it was from China, I wouldn't have purchased it, I would have looked for something already in the states, but I must have been in a rush and wanted to make a purchase because I see prices are going way up. I actually thought this item was in fact from the USA because it gave a 5 day date of delivery and that is what it takes from one side of the USA to the other, 5 days and so thought it was a USA purchase. But yes, it is a purchase from China.

I just got another "response" from the seller, and a request for feedback removal. I was just warned by the moderators here that I divulged personal information. (I figured it was my own so.....) and maybe I showed screenshots, I haven't noticed what they deleted or I would post the **bleep** excuse from the seller. I have to say, the excuse makes me feel like it was something I mis-understood, or reacted too harshyly about, that the bear was only a gift to wipe the object down. Yet I never received, notice that tracking was updated to the "Bear", rather the bear was the item input into tracking when I received notice that the item shipped. So yes, a confusing situation. (a premeditated excuse IMO) The seller has just indicated to me that they made final the refund to make up for my unfortunate damaged in transit item. Maybe NOW, the $43 balance will disappear? I haven't checked yet, just got some notices of responses here. Thanks a bunch. If I learn I can post the last message I will happily.

DO NOT do anything with that feedback yet.

Off-shore sellers often ask you to remove bad feedback so that they can then refund, then they do not refund.

If it was an official "feedback revision request" you have 10 days to revise ..........  if so inclined.

Why was the heater only partially refunded? How much money are we talking about here? Even if there was a partial refund and you still did not receive the item, I don't see why you can't open a case and state your issue. I rather claim, 'item never received'. Provide all photos and communication thread that may help.

Where was this buyer supposedly located in the original listing? Did you ever review their full feedback profile?

There are defiantly some weight differences here. Maybe you can look into that and post in your case.

Can you file a "item not as described?"

Sorry if I missed something. I saw it suggested previously, perhaps there is no drop down to select from.

If worse comes to worse you will have to contact  paypal. I am sure they can help with the evidence you have. For ebay I wouldn't try to call though. Isn't there a chat that you can try? The top of this page has a help button I have used to chat for an easy problem. Many people say to use Facebook to reach Ebay ...I am not on FB but there are instructions on many of these posts on how to do so.

What an ugly bear too. I am sorry this happened to you. Makes sellers look really bad. Sorry if this didn't help.

It says I was issued a FULL REFUND so I cant ask for a return or not as described.... paypal says it was a partial, there is a 43$ balance on this item. So the beat cost me $43. I'm trying to call and I did call but it keeps refering me to the automated help. WHICH THIS PROBLEM WILL NOT BE SOLVED BY AN AUTOMATED RESPONSE. If I didn't keep up on my paypal/purchases,I wouldn't have known this happened. I would not have known where/why I was sent the bear.  (they tell me to call ebay, I was only issued a partial and why there is a balance). This seller said "have a nice life" at the end of their message and was a red flag that led me to look at that item in MYEBAY and it says out for delivery. How could it be? The seller said it was returned by the shipper? Yet I got this today and the tracking is the same as the one provided by the seller to this purchase.

Do you have a social media account @funnymaniac2 ? I suggest contacting eBay CS's social team. Use clear bullet points instead of big text blocks to make the situation easier for them to follow. Just state the facts and leave out all the extras (like I did in my last post). ðŸ™‚

In the end they may say you have to work this out with PayPal but since PayPal is saying this is an eBay issue you should attempt to resolve through eBay if you can.

Send a DM to: ebayforbusiness on facebook / askebay on X(twitter)

It may take them a day or so to get back to you - while you're waiting don't send another message or it'll boot you to the back of the queue.

OMG - just got through to ebay Australia or Great Britain. After they got a handle on what was going on, They suggested I send a screenshot of the refund in myebay to paypal to resolve the balance. so will do that now.

And they filed a report on the seller for sending the bear (as the initial shipment from day 1) So it's not an ebay thank you. She said to throw the bear in the bin and say goodbye. I wanted to stress that this seller is, by doing this, You can see the ebay on the card) is impersonating ebay using the ebay logo. What's also weird is, I could have sworn this item was coming from America, if I knew it was in China, I probably wouldn't have purchased it. So not sure what's going on with that "change" of origin.

The "Have a nice life" was a turning point in my conversation with ebay. They saw that the seller "Was being smart".

Thanks everyone for trying to get me my sanity back... and yeah, crazyness. FYI, everyone had the best answer! I know it's only $43 and this was a hassle but not everyone would go to this level of figuring it out. Most people I know would think "Oh look, ebay sent me a gift!" NOT! lol

Not to go off topic, but the thought to throw it away was what I want to do, however I just tossed it in a drawer in a cabinet in the garage. Oddly, I just shipped a couple of ebay goods out via USPS yesterday and they had 2 messages on the screen (*as opposed to the one) which I had to agree to, Hazardous etc  (not complaining it's a good idea), and there is now another, (did you know? it's new!) something like if the item has something that is going to blow up a plane, or anything else, ?,  is found out to be you(me), I will be held accountable! Including Jail?????? Kinda scary stuff. So this bear coming this morning, not knowing what it was, or the reason behind it, kinda scares me. (It's a crazy world folks)  Is it more than meets the eye? So I put it in the garage as I said.  I was actually wondering what could be on it, due to the comment, "have a nice life". So this was not a good transaction for me at this time.

Just a comment added to be social, and with translation may seem a bit odd.

I called paypal the other day, (took me an hour of chat to get them to give me their # to call) I called ebay last night and now I can't seem to get through. The call me back (was my idea years ago) doesn't appear on the link to call. They keep making me go to the automated help or tell me to come here!????? Ebay isn't what it used to be.

If you already contacted Pay Pal, Ebay might not do anything now.

Get the heck off the phone.

Phone clerks  are subcontractors, poorly trained and with little or no authority.

You want the eBay employees assigned to social media.

https://www.facebook.com/eBayForBusiness/ — Message button in upper right on landing page.

    https://www.instagram.com/ebayforsellers/

https://community.ebay.com/t5/Selling/How-do-I-contact-Customer-Support/m-p/32016431#M1783851 -> Automated Assistant, type AGENT -> enter. You will then get more options.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

And your Claim is NOT AS DESCRIBED (NAD) since the seller can prove delivery, even if it is not of what was purchased.

You have 180 days for a Paypal NAD claim and usually the same for a credit card chargeback if you did not use PP.

You can lose an eBay claim, appeal to PP, lose the PP claim and appeal with a chargeback as long as you do them in that order.

I just posted a screenshot of the options. NONE are NAD. Thanks for the suggestions, I think this scam is in the "restocking fees". Even though it was never shipped. But I can't file a NAD. I'm waiting for paypal's 72 hours to fix this then I'll go ape again.

@funnymaniac2  - As @janet9988 points out, in the screenshot you posted #58, one of the options is "return this item."

When you click that button, it'll give reasons for you to choose why you want to return it, one of which will be that it's "not as described or pictured."

This is what happens. (I think last night it all zero'd out because if you notice in the last sellers message they indicated they will "Process the return", (It was already processed, so why the need to process again?") Probably to return the "STOCKING" fee? Screenshot 2023-11-09 7.37.08 AM.png

That's bizarre.  How could eBay even claim that they "provide goods"?

And, from what I've heard here, they probably don't need to boast about "services" either.

Have a hunch that it was not actually eBay who gifted you.

This item, (the bear) was sent to me the day the item was marked as shipped. So this is the heater I never got which was already partially refunded. I can't file a non-receipt because i got a refund BEFORE I asked for one.

No, you don't want to file non-receipt. You want to file NAD (not as described). Because although you didn't receive what you purchased, you did received "something" and the seller has tracking to show delivery. With fake tracking scams, you'll always lose for non-receipt claims.

I tried calling the # that's posted on the paypal payment EBAY 800# but I can't get through, they keep sending me to an online help. The item will be marked as delivered today because the heater that was refunded indicates "OUT FOR DELIVERY". (THIS BEAR!) Apparently is the heater they said was returned, (which I do not believe it was sent, this bear was sent in it's place to prove delivery). How can I file for a not as described if the item was already refunded?

Because it was only a partial refund and it was not issued through a return request. The balance of the money can be recovered by filing the return request.

Not sure if I responded, my apologies if i did but yes, the gift can be taken both ways, the problem is, why was the bear tracking input into the tracking for the goods? They can just say it was an honest typo, confusion between #'s.  It's part of the plan. IMHO. I think now that the seller just informed me they went ahead with the refund, the $43 balance will go away. If I go back and see the other letter wasn't removed I will post the sellers recent response so "he/she" can have the last word.

This is from a seller who did a partial refund. I just checked the tracking and location and it is from HEBRON KY. I cant' get through to ebay. I spoke with them last night, why DID I ONLY GET A PARTIAL refund, the item wasn't shipped, yet THIS IS THE ITEM TRACKING!!!!!! It goes to this teddy bear. If I could post a pic here I would... where is the link to post one?

I didn't associate the teddy bear as a scam until I checked the tracking from the heater says "out for delivery". ? Which the seller indicated in the messages "it was bumped and returned by the shipper".

Sounds like that's exactly what's happening. File a not as described return request for 'wrong item sent' and return the bear if you're given a return label.

The system says I already got a refund so can't return the item.  I posted the pictures posted here when I wrote to the seller so if ebay looks, they will see the tracking #, as sent/delivered is not the item for which a partial refund was sent. I purchased this with paypal 6 months credit, and I now have a balance of $43 and change after the refund.

I wonder if paying with PayPal Credit is why this is so screwy right now.

    Hey @devon@ebay . Short version:

    - Buyer ordered item, paid with PayPal Credit option.

    - Seller in China told buyer they refunded because they couldn't fill the order, but they only issued a partial refund. Seller presumably used the 'send refund' option since there wasn't a cancellation, return or claim.

    - Seller sent junk to fulfill tracking and make sure buyer couldn't win an INR claim.

    - Buyer is being blocked from filing a return request because the system says they were already refunded even though there's still $43+ they never received on their $100+ order.

Buyer should be able to file a claim with PayPal at this stage, but why can they not file a return with eBay when there was no previous claim and the seller sent only a partial voluntary refund? Does the system thinking the buyer was refunded have to do with the PayPal Credit payment method?

Hey @wastingtime101! Based on the information provided here in the thread it appears as though OP was issued a full refund which would be the reason to why they were not able to submit a return. It does sound like they were able to have the issues resolved.

YUP! I just checked my purchase from the seller of the convection heater I never got, and was partially refunded. The tracking associated with my purchase, however is still in play, says OUT FOR DELIVERY FROM HEBRON KY! So this seller sent this to me, to PROVE? they shipped the item, which they never did. You have 30 days to file a Not as Described claim.  You could wait a while to see if the item will be delivered or file your claim now.  Did you receive a different tracking number for the item that has not arrive yet?  If not ask for it and ask why only a partial refund.

It's not new. Usually they just send an envelope with a note saying basically what yours said. TY for your purchase. Your item is in the way" and of course it never arrives and if you file INR they have tracking on the note you got.

Yeah, and telling the buyer they were refunded on the item they expected to get adds to the confusion as clearly demonstrated in this discussion. Buyer doesn't know what claim to file or how to get their money back, and contacting CS (if there's a language barrier) CS might just hear "didn't get item" and tell the buyer to file an INR. Fortunately this buyer came here and asked for help and has been given correct instructions for dealing with it.
