Item sent to the wrong house but denied refund
A couple weeks ago I ordered a car part from eBay. It was sent through FedEx and a tracking number was provided. On Monday 20th the item was marked as delivered in my porch, but the item never came her. I waited a few days until I checked the tracking number directly with the FedEx webpage and saw that an image of delivery was provided, but it was a completely different porch that wasn't similar to mine at all. I asked around in my neighborhood but no one seemed to have it. On the 23rd i opened an "item not arrived" request and provided all the information mentioned. When prompted i selected on getting a refund since I needed the part by the beginning of the week. A few days went by with no response until the 27th, where the seller posted the exact same shipping information. I sent a message about it to no response again. Asked eBay today to step in as i saw no signs of the seller ever trying to actually figure something out. Provided all the new information again, detail by detail and with dates, and selected "seller hadn't responded" which I realize now might of been my mistake. Well half an hour later i get the email that the case is closed and that I wasn't getting a return since "the tracking number stated the item was delivered to your house", which is the exact reason why I had to open the case in the first place since it didn't. It gives me the option to appeal but I am hesitant since if they don't agree with me again I won't be able to do anything anymore and I will be short nearly 60 dollars for something i never got. As someone who rarely returns stuff on eBay, and only when it arrives damaged, i don't know what to do here and would appreciate advice from anyone knowledge.

No problem. Actually, it is the same story that is posted here almost daily. If you, as the buyer. file an "item not received claim" when there is tracking associated with the transaction that says 'delivered' you are going to lose. Nobody will check that the parcel was only 2 oz, and your item weighed 12 lbs. Nobody is going to check to see that the tracing originated even before you made the purchase. This is an automated process, and nobody will intervene. If you go to PayPal or your credit card company and don't give up the "item not received" idea, the claim is simply sent to ebay who responds with the same old delivery confirmation (albeit fake) and you will lose again.
For an eBay claim of this sort the Money Back Guarantee is going to be a giant fail. This will be true if it is indeed a fake tracking scam issue or the parcel was simply misdelivered. The only thing they will accept is a written document from FedEx that the tracking that or it was for a package that was not intended for you in the first place. Of course, most times such a document is impossible to obtain, and likely why eBay requires it to get a refund. eBay does not want to pay out, and typically relies on their "repeated denial" feature with the hope that you give up and go away. You can try to get what is required, and then use one of the social media portals to contact eBay where you can upload your "evidence". Contacting eBay customer support through the chat or call back feature is usually useless. You will most likely just get another "tracking shows you received the item" even though it was for a box of paper clips sent to your local gas station or empty lot. The empty lot is becoming more popular since a tracking that shows "undeliverable" tends to shed even more blame on the buyer victim for not providing a correct address.
If eBay won't help you, if you paid that way you can file a claim with PayPal. They even have a selection of "shipped to wrong address" instead of Item not received which is still going to be a loser of a reason even though you got nothing. Understand, once you file with PayPal, any claim on eBay will close.
If PayPal fails you, you can go to your credit card. BE CERTAIN THAT THEY KNOW THIS IS A CASE OF FRAUD/FAKE TRACKING SCAM and not a regular item not received issue.
eBay, PayPal, the credit card companies all know about this. The carriers UPS, FedEX, USPS are all informed about the scam. It has been going on for years, and has been posted on the boards here as far back as 2013 last time I looked.

Open the link below and click on the Go to Best Answer button. In that answer I tell you what you have to do to win an appeal. Do not try to take short cuts or present an email as proof. You have 30 days from your dispute being closed to file one. If you lose the appeal, use the links to ebay's social media sites. The reps there are familiar with the scam, and have the power to overturn a lost appeal and issue a refund.
