Item Not Received as Part of Order

I wanted to get some advice on an issue I have with an order. Back in early Feb I ordered two new vinyl records as one transaction. The tracking numbers were not posted, but in late Feb I received a package that contained one of the records. I thought it was a little strange but gave the seller the benefit of the doubt and continued waiting for a second package to arrive. In the meantime I opened the record and tested it out.
The expected delivery window passed so I filed for Item Not Received, in which the seller provided the tracking number for the package I did receive. Even after explaining the situation the case was closed with no refund. After looking through some past topics in this forum I decided to open a refund request - missing parts. The seller accepted but then I got a notification that "the seller can't send a return shipping label." I messaged them asking for next steps, and explained that I would prefer if they send the item or issue a partial refund.
I am not getting any response so I believe the only recourse is to ask for funds to purchase a return label. However, I believe I'm going to have issues with this return since I already opened the other item. Is there anything I should do in this situation?

Apparently, you purchased from someone in another country (China, perhaps?)
If the seller does not provide you with the label, they are supposed to send you MONEY (usually though PayPal) to fund the return WITH tracking/delivery confirmation back to their country. You might want to look up at USPS.com and see how much this is going to be to return. Then tell the seller.
If they don't send the money, or provide a label in three or four days, return to the case and escalate (ask ebay to step in and help). You will be refunded.
Additional advice: Do not accept a partial refund of some low amount. Do NOT agree to a replacement.
