Item never arrived, seller is now "no longer a registered user"

It was suppose to arrive on the 14th ( I thought it was the 24th for some reason ) I'm just now realizing it still says in transit, hasn't moved since the 10th.

I went to contact the seller but they don't exist anymore, safe to say I got scammed?

Just file an "item not received" claim and you will get refunded.

The refund is in progress, so he was a scammer right? I never had to refund / lost a package through Ebay before.

Not necessarily. He could have violated an Ebay policy like not being an authorized seller of a trademarked item or something similar so they restricted or removed their selling privilege. I have had it happen to me as a buyer before. Sometimes I even got the item as they sent it before their account was suspended. I typically wait a few days to see if it shows up before I file an INR claim.
