Item delivered to wrong house

I placed an order and never received it. I contacted the seller and he said it was delivered to check again. I checked the UPS tracking number and there is a photo of a package on a porch but it is not my house. I tried to file an appeal with eBay and it wants a screenshot of the UPS page. I have that and every time I try to attach it, it won't take it. And I received an email from eBay saying the "case has been closed." Also when I went back to my orders and clicked on that particular order it says this "This listing has been removed for a policy violation."

I can't get anyone from eBay to respond to me and don't know what to do. I have used eBay in the past and never had any issues. But this is beyond ridiculous that there is no way to correspond with someone.

So long as eBay has record of tracking that shows "delivered" you are going to lose any eBay claim. It doesn't matter if the tracking is for a 10 lb. parcel and yours should be less than 3 ounces. It won't matter if the tracking was initiated before you even paid. Typically, to counteract this scam, eBay requires a written document from the carrier saying that the parcel was not intended for you. Of course, this is often impossible to obtain, and likely why eBay requires it. Even if you get it, chances are you will be denied anyway by the auto process. Do check with ebay through one of their social media portals as @bonjourami suggests. The regular eBay CS you get in a call back or chat are committed to the DENIAL mode, just like the auto bot system eBay uses. The money back guarantee will be a fail, and eBay provides no policy or procedures for victims of this.

If you paid with PayPal, you can file a claim there after eBay has thrown you under the bus. DO NOT FILE for INR (item not received). They have a new option just for this scenario: Sent to wrong address

If you have to file with your credit card, again DO NOT pursue the item not received issue. Think smart, and report FRAUD/FAKE TRACKING scam.

Another more questionable but faster solution would be Before you go to PayPal, file an eBay claim for "not as described/missing parts or pieces". You may have to post a photo, but don't be too concerned as it won't matter anyway what you use. The seller is then required to supply you a return shipping label or cash IN ADVANCE for return shipping. If you get neither, on day four return to the case and ask eBay to step in.
If you Do happen to get a label, simply attach it to a package of "air". eBay has not cared what is in the return package for over a decade so it should not be a problem. Even if the label is to an empty lot, you will still get the refund because you tried to return it. Though employing some subterfuge, it apparetly effective in beating the eBay DENIAL bot at its own game.

A common scam unfortunately, if you can get a written statement that the pkg was not delivered to your address, that should help. UPS wont tell you where they were delivered, you dont need that.If there is a problem with an appeal, contact Ebay for Business on Facebook, use the message link.
