The item was delivered damaged. Have contacted seller so they could arrange courier collection.
I awaited collection through the time specified but to no avail.
Contacted seller(see messages), but in the end they would not respond.

eBay's community is not how you report a transaction problem to ebay. We are all ebay members like you, not ebay employees. You also have posted your concern on the U.S. based ebay site's community, but since you are located in the U.K. you should have posted the issue on your home site's community, https://community.ebay.co.uk/ because there are some differences in how the Money Back Guarantee (MBG) works in your country. read its terms and time frames in the link below.

Even though there are some differences in how the MBG works in our countries. I do not believe you wait for Collection. If you filed an item not as described dispute, selecting the reason as being, the item was damaged. The seller is supposed to send you a return shipping label, but you have to arrange to get it to the shipper, or to schedule pickup, within the time frame you are given by ebay.

Open a return request and select "Item arrived damaged."
Contact eBay customer support for assistance.
Escalate the case to eBay's Resolution Center.
Follow instructions from eBay throughout the resolution process.
