International order over $750
On September 11 I purchased an item from a seller from Spain. He shipped the item with a tracking number which now says my item was delivered on Sept 18. This item was not delivered to my address and there is of course no signature confirmation. I have no idea where this package is I have contacted the seller who is looking into it. At what point can I file an item not received and would eBay rule against me since tracking says delivered but no signature confirmation?

Was the shipping method eBay International Shipping (EIS) or Global shipping Program (GSP) if it was, the delivered scan was probably to the EIS/GSP hub in Spain.
Order tracking splits into two parts—one for the seller's domestic shipment to the hub, and a second managed by eBay for the overseas delivery. If the item is damaged or lost the EIS system covers it for up to $2,500.
If the seller listed the item on ebay.com the U.S. based site, posting the ebay item number will help us give you more information. You can find the number in your Order details under the Item's title it is 12 digits long With Out hyphens.

The Correos group is Spain's National postal service. It's Express service specializes in faster, urgent, and next-day parcel delivery for domestic and e-commerce shipping. Depending on what day tracking shows the label to have been created the seller may have used it to ship to ebay's hub in Spain. Or it may be how the seller ships internationally. It partners with FedEx, UPS & DHL for transatlantic shipping which usually means you would receive one of their tracking numbers.
Again, the ebay item number could help us give you better info.
