I ordered a preorder item, i got a notification that my item was shipped, and delivered, what i got
Was a small foam block. With a card that says "we marked the item as shipped, please don't worry your pre-order will be fulfilled for the highest priority.

Did you check the Mfr.'s site to see what the actual release date was for the Pre-order item? Has that date been pushed back? eBay sellers of pre-order items are not supposed to list them more than 30 days before the release date.
The seller sending you the foam block is an attempt to scam you. You cannot claim you did not receive the item since there is a Delivered scan, and they know that. What you need to do is to go to your purchase history click on the Return Item button, and select as the reason Item is not as described. The seller will have 3 days to refund you, or to send a return shipping label. If they do not reply, refund or send a return shipping label, on day 4 ask ebay to step in, and they will issue a refund. Do not pay attention to any messages they may send you that are not in the dispute you file. Those will be further attempts to scam you or to lose your money back guarantee (MBG) protections.

If that is a direct quote, the syntax of the statement suggests you bought from a China based seller. Never trust them to deliver pre-order items. If this was a preorder for an action figure it is likely a counterfeit one.

I suspect that the foam block is all you'll get and the seller is hoping that by the time you realize you've been scammed, it'll be past the money back guarantee timeframe.
What is the type of "preorder" item? Where is the seller located?
ETA: If you do have to file a claim, do NOT file "item not received." You MUST file "not as described."

·3 years agoThe 30 days that you have to start a case under the Money Back Guarantee starts running from the estimated delivery date (I think the one you were given when you paid, not any update, but am waiting for eBay liaisons to confirm or rebut that) or the actual delivery date as shown by tracking (e.g. the foam block), whichever is first. Don't let that deadline go by without filing for a return for a not as described item (NOT item not received).

·3 years agoThat's true if there's no delivery scan. Once there's a delivery scan that changes the MBG clock to 30 days from date of delivery.

·3 years agoBut let's be double sure the OP understands that the case he needs to open, and to open immediately, is an item not as described case. My concern here is that tossing in info about opening an item not received case may be confusing to the OP.

·3 years agoThey are saying they will fulfill your purchase. I'd wait another week or so and see if it shows up. If it doesn't, then file a item not as described and return what you received.
