You were given an Estimated Delivery Date when you purchased the item. Here's what you need to do:
File an 'Item not received' claim from your Purchase History the day after the Estimated Delivery Date (showing in your Order Details) has passed.
If the seller fails to provide a full refund within 3 business days ... then go back to your open claim on Day 4 and ask eBay to step in. eBay will do the rest.
