I have been promised a refund after an item did not arrive, but the refund has not been paid

Refund was promised on 19th September in 3-5 working days. It is now 29th September. How do I get my refund. The case to request a refund has been closed and the chatbot is useless and there seems to be no way to message or email eBay directly. The seller was books--etc. The order was 08-10477-65572Does eBay read these messages and will deal with it? I thought they had a money back guarantee but there does not seem to be any way to contact them to enforce it.
