I did not receive the money, and I handed over the returned item - (seller)
I returned the product due to incompatibility, despite the seller asking me about it. It's a mechanical car part, but I didn't include the shipping link. The seller also told me that the installation costs would be covered. I returned the product and waited 6 weeks, and recently he refused to refund me, saying it was because the invoice was from outside the European Union, even though I asked him about this point and he answered yes. I bought the product about 6 months ago, so what should I do?

I see you are in Egypt and I'm not sure how things work there, but one thing you could try is, if you have proof of the return to the seller (mailing receipt) and the messages between you, you could contact your payment source about a chargeback. Some credit card companies allow up to six months to file a chargeback so if you are still in that time frame, you could see what they have to say.
If it is more than six months, sadly, you are out of luck. I don't know about Egypt, but in the U.S., there are definite time limits about returning car parts. Next time you buy something and need to return it, be sure to follow eBay's instructions on how to do it, so you don't lose your money.

It sounds like you just did the return through the seller, bypassing eBay's return process. If that's the case you are sadly beyond eBay's deadline to help you. You had 30 days to open an item not as described return through eBay's Money Back Guarantee. Your only option at this point is to dispute the charge with your payment source. That will likely get you a refund of the purchase price; there's no way to recoup your installation costs.
I'm assuming that you purchased this through the US site, ebay.com. If so you may want to read over the Money Back Guarantee for future reference. Other eBay have variations on the MBG; you can go to each country's site to see how they differ.
