You registered your account on 2/13/25, and ebay had just put out an App update on 2/5/25. It is possible you downloaded an older version of the app, and need to download the newest one.
If you do a Google search for "When was ebay's latest app update posted" The AI generated answer at the top of the results page has info about the update, and where to find it for downloading to devices.

I have an address of the Forwarding companies in the United States，I mailed the things I paid on eBay there. I have successfully completed several orders, but I can't bid in the app now, but I can log in to the eBay website in my email to bid.
Just because a payment source works at Checkout doesn't mean it can be used to pre-authorize automatic payment when that is required to place a bid. There are different requirements for that action than for an immediate payment.
