How to open dispute through e bay.
I have bought on e bay. Cancelled order before dispatch. Requested refund from seller. Seller not replying to any messages. E bay said to wait 3 days. Nothing has happened. How do you open dispute through e bay. There are no tabs to do it.

Once you have paid for an item you cannot unilaterally cancel the transaction You / ebay will have to ask the seller to agree to cancel. ebay will give the seller 3 days to respond and they do not have to agree to the request.

Please read the MBG.
Sellers are not required to cancel or to respond to messages.
1 day after the last "estimated" delivery date, go to your purchases and file a request to return the item, if you no longer want it after you bought it.
I see you are in the UK, you may want to post on the UK site. This is .com (US) site and some policies are different.
