How to open an INAD case?
Haven't had to open a case in a few years and I only have the options to either mark the item as I didn't receive it or request a return. I received the item, however, missing 2 items that were included in the description and pictures. Claims that the games were fully tested but they evidently were not as 2 of them cannot be played. There's a parental pin that was never disclosed. I just want a partial refund at this point, seller is being difficult by not agreeing with the partial refund, so trying to open a case. Would opening a "I didn't receive" case be the same way? I just don't want them to auto decide in favor of the seller just because tracking shows it was delivered.

Do NOT open an "I didn't receive" case -- you will lose IMMEDIATELY.
Because you DID receive SOMETHING -- even if it was incomplete.
Instead, follow the instructions provided to you previously by @mudshark61369

Go to your purchase history click on the More actions button and because the item was delivered, click on Return item, which will open a list of reasons for the return, one of which is Missing parts or pieces. Click on that and follow through to file the dispute. Your seller will have 3 days to respond by either sending you a return shipping label, offering a partial refund, or refunding the whole payment, if they do not want to pay the return shipping cost. If they do not respond or offer excuses, on the 4th day after filing open the Return and click on the Ask ebay to step in button, there. They will issue a full refund from the sellers account. Open the link below to see how it works.
