If the time frame permits open a item not received case. Step back and follow through. On the forth day you can, as previously mentioned, ask ebay to get involved.
You will be refunded.
Please remember, you never know what one may be dealing with.
Here is to a positive resolve.
Ps. It doesn't make it right on a business level, but how one chooses to move forward speaks to who we are. Kindness.

@jo-papa ,
Did you check the seller's feedback profile before buying from them, if not do that not do that now. What you want to look for is negative/neutral mentioning slow or non shipment. You also want to see if the seller's feed back is all for buying at least in the last year.
If they have not received any feedback for selling before or in the last 12 months. It's highly likley the seller did not know about the 30 day hold ebay places on all new/returning sellers payments. On their account the payment status shows Pending or Processing, so they do not think the funds have cleared. If you have messaged them about shipping they may think that's an attempt to scam them some how.
If you find the seller is a new/returning one and want the item not a refund try messaging the seller, tell them if they haven't shipped because of the Pending/Proccessing payment status to do a Google search for " Payments on hold, ebay " if they do that they will learn how to complete the transaction and get the funds released.
There could be other reasons not shipping, such as their region was affected by the huge storm that caused all sorts of problems over 21 states. Or they are shipping from another country and even though you've received a domestic carrier's tracking number it will not update until the item reaches the U.S. clears customs, and is handed off to the domestic carrier.
WE could give you a more accurate answer if you post the ebay item number which you can find under the item title in your Order details, 12 numbers long without hyphens.
After you've taken the steps that were advised for you by several responders here, how about taking the time to read eBay's Money Back Guarantee for buyers? Hopefully, you'll have no further issues, but, if you should, wouldn't it be good to know exactly how to handle them should the need arise?
A day after the estimated delivery date Ebay gave you, open an Item Not Received case. Go to your purchase history and click I didn't get it in the menu next to the item. The seller will have 3 days to provide a tracking number showing it was delivered or refund. If they don't, return to the case on day 4 and ask Ebay to step in.
If you dont receive the item with in the handling time, wait till 1 day after and then submit an "Item Not Received" claim for that item. Ebay will give the seller 3 business days to either reply, refund, or send the item. If they have not done any of this, on the 4th day you can request ebay to step in and ebay will process a refund for you.

·8 months ago@jo-papa It changed in 1995 when ebay was born because there was NEVER anything that this entity could do about a seller not shipping something.
The rest of the replies told you what YOU can do about it and what the SYSTEM will then do.
