If you went outside of Ebay and paid $300 for shipping, there's nothing Ebay can do about that.
If they didn't ship the item, open an Item Not Received case.
A day after the estimated delivery date Ebay gave you, open an Item Not Received case. Go to your purchase history and click I didn't get it in the menu next to the item. The seller will have 3 days to provide a tracking number showing it was delivered or refund. If they don't, return to the case on day 4 and ask Ebay to step in.

Follow the instructions for making a claim.
There is no one to talk to. If your transaction does not qualify for the MBG there is nothing Ebay will do.
You may have the right to dispute the transaction through your credit card issuer or other payment method. Learn your rights and exercise them.
