If the seller marked it as shipped, you are not too late for a refund.
A refund is not a return and that notice is poorly worded.
It is right that buyers cannot cancel orders only sellers.
However, a "shipped" order gives you a window for delivery. If the seller cannot prove delivery by the last day of that window, you can claim a refund.
You are also covered by Paypal's strong Buyer Protection policy for 180 days from Payment.
And by the chargeback policy of the credit card you actually bought with, again from payment.
If you paid with gift cards or a debit card, you can't get refunds.
The best method of payment is through PP backed by a credit card.

If you decide to receive a call back, make sure your phone will not block the call back

Great customer service on both
What was your method of payment? if paypal or credit card, you may be able to reverse it.

·3 years agoAlways always always pay cash for local pickup items. It allows the buyer to inspect the item and make sure they are satisfied with it, avoids scenarios like this, and protects both buyer and seller from a myriad of other issues....

While I agree with the cash option for local Pickup, personally. Some may be wary about walking around with a lot of cash on them. Local pickup items can also be paid with the approved electronic options PayPal, Google pay... etc., when picking an item up.

First off, you should never pay for a local pick up item in advance. You pay the seller after you have inspected the item being purchased when you go to pick it up. How that works is explained in the link below.

You replied to kathiec saying: "well, he has (0) buys and sells, so that kind of make me uneasy. And it's $715!!"
Since the seller is new, they probably do not know that eBay places a 21 to 30 day hold on New sellers first few payments. On their account your payment status is marked as Pending, so they may not think you have paid yet and that is why they are not responding to phone calls or messages. They may even think you are trying to scam them somehow.
You can try messaging the seller again from the listing, and tell them to do two Google searches for: "Payments on hold, ebay" and "Offering local pickup, ebay"
Then the seller will receive the information needed to complete the transaction.

·3 years agoHow long have you been messaging the seller? It's worthwhile to note that the past two days have been a weekend, and not all sellers are at their computers 24x7. It's very doubtful that a seller would scam you over a couch.

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that mean giving you the advice you want to hear instead of the advice you need to have.
https://www.facebook.com/eBayForBusiness/ — Message button in upper right on landing page.

https://community.ebay.com/t5/Selling/How-do-I-contact-Customer-Support/m-p/32016431#M1783851 -> Automated Assistant, type AGENT -> enter. You will then get more options.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

OP3 years agoThanks!!! The thing is I'm not a big social media fan, so I don't have twitter or facebook... Anyway I'm signing up now. But then again a company as big as eBay and don't have an internal method to deal with this kind of problem and has to rely on external services seems a little bit weird.

Just a method to bypass/avoid the "outsourced" CS.

·3 years agoAre you trying to contact the seller to arrange pickup? You may need to contact ebay via social media to explain that you need a phone number for your seller to set up a meet.
