Have zero strikes, zero history of unpaid items, zero issues yet can not bid error 3061
The issue error 3061 is not allowing me to bid at all from any seller
I have bid on and combined over 100 items at a time in the past. (7days to bid and pay with particular seller or potentially more time if request.
I have no issues with account and confirmed with ebay no history of unpaid items.
I won 9 items on 6/15 all from one seller and lost a few I didn't see how in quick succession where my bid was quite a bit over ending yet I didn't win yet after a couple of these i won more (included in the 9 total won)
Then I saw the error message
Your account has a history of unpaid items, so you can't place a bid at this time. (3061)
As there is a very high initial ship charge but $1 add on i don't ever want to purchase a few items at a time.
Further items were showing up as both won auctions and buy it now auctions. After I paid they were for many minutes saying I paid but also I had agreed to purchase buy it now and needed to still pay. This finally fixed and only showed paid and I could again bid.
I contacted CS and was told there is no reason for the restriction, confirmed I have no issues (strikes etc) on my account, That they don't know what the restriction is but was fixed and would elevate to make sure everything was fine.
So I start bidding again for a new shipment of more than 50 or 100 and after 21 won it again tells me I can't bid on more unpaid history. I chat with CS and get changed to three different departments and elevated and told no idea what message is but will be fixed.
Later same day I can again bid (the auctions are not closing at that time I must wait to actually bid to win)
So I bid and win 23 more auctions for 44 total items waiting to be paid (in 2 days time out of 7). Now when I'm bidding in last few seconds on three more out of dozens to purchase tonight I again get Unpaid history can't bid.
What the ducking heck is going on
Ebay is causing me a ton of money for no reason and seller(s) I'd imagine as auctions are some closing for 1/4 what my top bid was for.

Spoken/written by a true old time ebay buyer. However, in the last 4 years ebay has made major changes to the site, which restricts your old bidding / buying habits.
1) Mangled/managed payments requiring a payment method to be posted before bidding on auctions, that automatically takes the payment, making it harder for sellers to combine shipping, except by refunding shipping cost differences. They removed it for a few months, but just recently reinstated it again, and opted sellers into it again, even the many auction sellers had opted out of it.
Even with the auto pay removed ebay is limiting the number of "open transactions" > committed to buy, but not yet paid for items, buyers can have. What that number is has never been disclosed. Again this is an attempt to cut down on the number of unpaid items, sellers have complained about.
Your attempts to get answers from ebay reps about the 3061 error code will not work. The playbook they have, does not cover that policy. If you used a number you looked up online to contact ebay's customer service, you weren't speaking to a real ebay rep anyway. You can only request call backs, from customer service now, and even they work for a contracted 3rd party call/chat center, and read from an ebay provided play book. Though some may be using some common sense, judging by some of the answers you received, something ebay management is short on.
2) eBay started allowing automatic cancellations of BINs, Offers & Auctions after 4 days without payment, due to the increase of buyers who were not paying. Many sellers opted to use that system using the default 4 day setting, because it took the work out of having to relist the unpaid for items. Some like myself who auction many items in a few categories ending over several days, changed the default time to the old 7 day time frame.
As a result you would have to contact the sellers whose items you are going to bid on over several days, and ask them to add you to their Buyer requirement exemption list.
3) Some sellers do have a Buyer Requirement that limits the number of items that can be purchased or won by a buyer over a period of time of their choosing. The default setting is ( 1 ) in ( 10 ) days, and some do not know the limit exists.

The way you have written that, it appears that you may not understand one thing. If you buy say, 5 different items all very similar size and weight, from 5 separate listings a seller has for sale, the add $1 each additional rule, only applies to each specific listing. You would not get the automatic discount, but would pay the full shipping price for each of those 5 listings, and it would be up to the seller to refund the extra cost.

OP2 years agoYes I have been on ebay almost since the beginning and as they say it was mostly beanie babies in the beginning I did use for that and a couple other things very limited.
At a certain point after a lost email address I stopped using until. I got a couple new usernames in 2001
Since the seller is sure they have no restrictions that would cause this and as they sell over Million items I think they would know. Nobody has ever mentioned this issue.
I know how the combined ship works with the seller as I've purchased several hundred items from them over a couple months about 3yrs ago about 30 to over 100 combined at a time.
When I mentioned the items bin - they were not bin they were auction wins but they were showing up also as bin and when I paid they still showed as bin purchases I had agreed to pay for about and hour yet clicking on them brought me to where they showed as paid invoice auctions.
After about and hour probably closer to a couple hours they disappeared and only showed as paid auctions then I could bid again.
I appreciate the answer though I'm not sure any of it pertains to me.
I find it very odd that it stopped me at 9 then several days later when I bid more it stopped me at 21 then more telling me It was fixed it stopped me after additional 23 and so I still have 44 items right now I tried to bid several times since and still can't including tonights auctions I missed out on.
Right now it's 3days and 10hrs into the 7 days I have to combine the 44 with more.

·2 years agoThe exclusion list does not apply to the seller's UPI assistant settings. The item will be cancelled and the buyer will receive and unpaid strike if you try to use it for that purpose. The exclusion list actually has no purpose I even know of.

Allowing buyer exemptions
To exempt particular buyers from your requirements, you can add the username to your Buyer requirements exemption list.
and was meant to be applied if a buyer was being blocked by the number of items purchased within X number of days requirement and asked the seller about being exempt from the restriction. I was fielding a bunch of phone calls yesterday, and I guess I lost my place when I posted that where I did in the post.

·2 years agoWell I disagree, unless they changed things recently the exemption list did not apply to the to the UPI assistant settings in the past. Trust me I learned the hard way and had to appeal the strikes I received that it caused me. I would not recommend trying to use it for that purpose unless you're willing to have your items cancelled as unpaid.

Anyway I have ordered 30 to more than 100 items at a time combined multiple times from this same seller about 3 years ago. This time I bid {won} on 9 and was intending to bid on several dozen more that night then more each day for several days it cut me off at 9... I ended up paying for these bid auctions but the could still not for about an hour bid on any more as the bid items were showing as buy it now items awaiting payment but clicking on showed they were bid items paid for. They finally disappeared and I could bid (test bidding not to win)
I emailed and recieved a reply that there were no strikes nor any other negative onh my account and I should not have any bid restrictions and further it was fixed then Ana's d sent to the higher technical team (paraphrasing) to look into what happened.
I bid on 21 items and then was again cut off again I did text chat and was passed around to multiple cs finally to an elevated tech who asked for the exact message and said it was an error and would be fixed ASAP. Later that say I could again bid while still having the 21 waiting to be combined... I won 23 more until it again gave same message.
I've emailed now three times without ever hearing back for any of.. All had said I would get email within 24-48hrs about resolution.
I am sure it had changed but at one point I had received a direct phone line to support as a special customer and seller or some nonsense and was invited to a couple national gatherings I didn't bother to do.
How I've fallen I guess
