Estimated delivery dates are clearly visible in every listing. They're based on a seller's handling time. If the dates in the listing weren't acceptable to you, you should have hit the back button not made the purchase and expected those dates wouldn't apply to you. And if the package arrives by the last estimated delivery date there most certainly is no fraud involved.
It looks like you won the auction on Sunday ... only 2-3 business days ago ... and you've already left the seller negative feedback (screaming FRAUD!several times), which is frankly laughable.
We are in the midst of the holiday season ... and you probably haven't come close to reaching the Estimated Delivery Date (where you are able to file an 'Item not received' claim), since you say you can't contact eBay for 18 days.
I'm not sure what to tell you except to chill and to enjoy the New Year's celebrations until you are able to file a claim for a refund. [You can do that the day after the Estimated Delivery Date arrives.] Nothing about the transaction suggests 'fraud' at this time, and I'm perplexed by your reaction so soon after purchasing an item.
And to add, I just look over a few of that Sellers Auctions they have ending today.
Expected Delivery Dates from Oregon to me here in Texas is between the 17th and the 24th. Seller clearly has at least a 10 day Shipping time up right now.
That Negative you prematurely put up for him will be removed. There is no FRAUD going on with this Seller. You just didn't pay attention to the Delivery Dates when you were Bidding. This is not Amazon Prime, next day delivery. You know that, Right. 😄
If ebay is telling you they won't get involved for another 11 days (18 days after you won the Auction 7 days ago), that sounds to me like Seller has extended their Shipping time to 7-8-10 days or so. Seller is probably taking the Holidays off.
Nothing you can do. Expected Delivery Date says it all. It was there when you Bid. My bet, EDD is around 7th-8th-10th or so. That date is when you get ebay involved. Not until then.

Estimated delivery is January 7 - January 13.
Since this is a holiday season I wouldn't expect a reply from emails.
Some sellers do celebrate between Christmas and New Years and visit family and friends.
You gave a negative feedback already.
And you are a seller as well.
It's only been one full business day since the sale...
The right thing to do as a seller and a buyer is for you to revise that negative feedback.
