Got scammed by seller and eBay wont help
So, i bought an item, and apparently de seller marked the item as delivered almost as soon as i Bought it. (The shippment history states that the item arrived from China in just 2/3 hours, which is impossible.). So according to this, the item arrived on march 14.
Then, they marked another shipment as normal, not delivered, and ongoing. There are shipment history records wich date to march 26. (after the date stated by the other shipment, wich said that the item arrived on the 14th).
The second's shipment estimated time was until april 29. So I Waited, and when it was april 29, i sent an email saying that the item hadn't arrive.
I get a response saying that the time to report an item that hasnt arrived is until 30 days after the item was supposed to arrive. So, i'm in time, no? The item was SUPPOSED to arrived on april 29.
Well, remember they marked the delivered shipment at the same time? Apparently THAT's where the only timer starts running. So, it doesn't matter I still have another ongoing shipment that states that the item was on it's way, apparently I ran out of time.
Then, the seller's account got DELETED (did eBay delete it? accepting they were scammers?)
After a couple mails, eBay AGREED with me. I was right... I was getting a refund.
Well, after that, they started ghosting me.
After some days, we are back to square one with them telling me that i run out of time and that I can't get a refund.
I am desperate. This has been a great problem and has affected my relationship with my family. I don't know what else to do.
Ps, i have also contacted my payment service, VISA, and they said there is no request from ebay for a refund, and that i should talk with them.

The only proof acceptable to eBay regarding to delivery is online viewable tracking.
Do you have that or not?

·1 year agoSince you used Visa you can file a never received item with your card. Call their fraud department and explained this was fraud. Make sure you file a report directly with visa and ask them for a refund. They will most likely need to see all the documents showing what you bought, correspondence and the shipping history. They will do a charge back.
Do not worry about Paypal not doing anything- they do not contact your Credit Card Company you Have to.
Just provide all the documentation backing what you said.

If that doesn't help go to your payment source and open a dispute.
