Because you posted the correct item title "Auxiliary Tailgate Step Handle" that would have a difference in how I replied. Using the title you originally posted I came up with information on the wrong part. It is an
"Auxiliary Tailgate STEP HANDLE 85116689"
From what I can see in the listing's photo and comparing it to other listings on that page for the same part, the only thing missing is one bolt that probably fits in the little round opening at the upper right of the photo of the handle.
The photo shows the bracket, bolts and washers pictured in other listings separately, are attached to the handle on the left of the photo. You could probably pick up the missing bolt from a parts store, or if you want the black anodized one from a Chevy or GMC dealership it is the same size as the ones already there so you could bring one along or the whole assembly, to show a counter clerk. otherwise I would suggest writing the title of the listing with its part number so the clerk knows what the bolt goes to.
FYI, If you decide to buy the part from another listing, Do Not buy from one that has U.S. flag symbols and mentions of being a U.S. seller or U.S. stock. Those are actually aftermarket made in China junk, that do not come from a recognizable parts Mfr.

Using the link provided by @krazzykats I do not see any missing parts. In most of the listings there is the handle with its spring return mechanism, the bezel (exterior cover) and for the newer ones the camera and its wire.
If you want the gate's interior locking mechanism, parts try searching for the year, make, model - Tailgate hardware repair kit which has the connecting rods and right & left latches. If you still do not find what you're looking for, buy the shop manual for your yr./make/model which will give you the correct name/nomenclature, part/kit number for your vehicle. Use that info to find what you are looking for.
The seller on Ebay is chrome10_0(1370). Condition: Used. Item # 188139229432. Last sentence of his description he writes in all caps: THIS HANDLE DOES NOT HAVE ALL HARDWARE FOR INSTALLATION.
I tried using the Ebay contact seller's message board to inquire about the missing hardware.
There is no "contact sellers message board". This is a forum of users dealing with general buying issues. Your seller isn't here. You need to go back to the listing. In the box on the listing that has the seller name there's a Contact seller link. Use that to send a message to the seller.
