Getting ripped off
I ordered an expensive snowblower, it was delivered to the wrong house. I contacted UPS, the seller and ebay. Ebay said they would make it right and told me to contact them in three days. Now they are refusing to give me a refund, the seller won't give me a refund and UPS isn't doing anything about it. Ebay lies when they say they have a seller protection, they are giving me the run around and now say I can't get a refund and expect me to do all the foot work to try to find the package. This should not be my responsibility, I bought an expensive product, provided the correct address and now I don't have a snowblower or my money back. This is a scam.

I know it's not what you want to hear, but you would do well to heed @mudshark61369s advice.
All the ebay bots see is that tracking shows something was delivered in your zip code.
ebay doesn't know who got what, just that seller's tracking shows delivered. It could be a cloths pin or a bag of skittles. This is a common scam that crops up here on a daily basis.

"I'm out the money and have to do all the footwork to try and locate the package I bought. I sure feel protected".
You are not out your money yet, and if you take the advice I've posted you will be protected.
As I mentioned in my first post, eBay is not allowed access to the shipping label information by USPS, FedEx, UPS or other shipping agencies, because they are not a part of the shipping transaction as the sender or recipient, and they usually reserve that right for the sender only. That is why the fake tracking scam happens on all of the 3rd party online shopping sites, not just on ebay. The scammers bend the shipping companies policies to their advantage. They aren't stupid after all.
If you do get the info I suggested you should be refunded. If that is too much work for you then you will lose your money.

Your seller is not helping you because they are a scammer. eBay denied your Item Not Received claim because it uses a computer to look at a tracking number for a Delivered scan, which is all they are allowed access to because of shipping agency's privacy policies.
Therefore it does fall on you to get the information you need to win an appeal, or to file with a card provider which should be your last choice. Unfortunately, UPS is the most difficult company to deal with. I would suggest that you sign up for UPS My Choice (free) then enter your tracking number. I believe they are now taking photos of deliveries. They may include information about the package type/size/weight, as well.
In the message you received telling you that your dispute was closed in the seller's favor, there is an Appeal button. You can appeal the decision for up to 30 days after the original denial message was sent.
If a photo of the delivery address is provided. You would need send a link to the UPS My Choice page showing the photo. Then send a link to a google map search of your address so a rep can compare the photos of where the package was delivered.
If you cannot send the links through ebay messages, you can try contacting them through their social media sites (links below) Those sites do allow links to be posted for the reps on them to open, and they have the power to issue refunds.
If you go the social media route, have the seller's username and the ebay item number available. The item number is on the listing page just above the Item specifics box on the right. Write out what happened "UPS tracking shows delivered but it was not to my address. If available and applicable mention that the package type/size/weight was not appropriate for what you ordered. Add the links to the message and sign the message with your real and ebay username.
