Buyers on eBay cannot cancel an order. They can only request that the seller cancel the sale. The seller does not have to comply. The seller can feed you any story they like to stall.
Look in your Purchase History for the last estimated delivery date. You can file an item not received claim a day after the last one. In the meantime, pay attention to any odd parcels you may receive with tracking that you did not order, and watch for a "delivered" scan for your item when you don't receive anything.

Chances are the China based seller will not cancel and refund. Most of those sellers drop ship from large suppliers who may not let them cancel the order. It's possible the order has already left the supplier's warehouse and can't be recalled.
What are the estimated delivery time frames for the order? If you open the listing in your purchase history it should tell you. Has a tracking number been uploaded for the order? If there is one, and it is from a domestic shipper, they will not be able to cancel. The domestic tracking will not update until the item arrives in the U.S.. On the seller's listings it says they have a more than 8 day handling time, and a 2 to 3 weeks on average delivery time frame.
If the seller can't cancel you will not be able to get a refund until the last estimated delivery date has passed if it still hasn't arrived. Because you requested cancellation, you may have to pay the return shipping, which will be very expensive.
FYI, Buying auto parts from chinese sellers is a crap shoot they do not sell OEM parts, and many of the parts they sell have fitment and quality issues.

·3 years agoWhen you made your purchase, you were shown an estimated delivery date.
Delivery from China is going to take a long time.
That date must have been acceptable to you or you would not have purchased, right?
If you have not received your purchase within a few days after the last estimated delivery date, you have 30 days to open an item not received case with eBay.

·3 years agoThats three to five business days, week ends dont count. And today is a holiday. If you paid by cc, it may take one billing cycle before you see the refund.
