Over 6000 FB. A buyer/seller since April, 2001. And you had no idea what to do if/when a transaction goes wrong?

Chances are the seller doesn't think they have been paid yet. The problem with new sellers is many if not most of them, do not read far enough into the getting started selling information, to find out that ebay places a 21-30 day hold the first few payments they receive. On their sold items page they see the payment status marked as Pending, so they do not think the funds are there. They may also not ship using tracking or know how to upload it if they to to the P.O. to ship items.
If you want the item try messaging the seller and tell them if they have not shipped because of the payment status showing Pending, to do a Google search for "Payments on hold, eBay". If they do that they will get the info needed to ship the item and complete the transaction.
A day after the estimated delivery date Ebay gave you, open an Item Not Received case. Go to your purchase history and click I didn't get it in the menu next to the item. The seller will have 3 days to provide a tracking number showing it was delivered or refund. If they don't, return to the case on day 4 and ask Ebay to step in.

1 day after the estimated delivery date IF you have not received the item, file a Not Received case.
Sellers do not have to supply tracking numbers.
