Fake shipping info. Ebay endorsed theft.
I bought an RV tank cover. It is designed to fit over 2 LP tanks. Ebay denies my claim because seller provided them a fake shipping tracking number. This is after they supposedly shipped with USPS....once from Texas then from Kentucky. Finally then the shipping came out of New York. The fedex proof photo show a small .7 pound bag at someone elses house. I am still fighting an obvious lie with ebay and paypal and provided all the photos. They have denied my claim and now paypal is still on the appeal. Can not get a person at ebay. You can tell the person at paypal can not really help and obvious theft from one of their client. Paypal and Ebay are not safe. I have been with them since before 2007. I will probably just cancel both and hope Walmart Marketplace is a little safer because I can always go talk to the local store staff.

Only use a credit card to pay for Ebay purchases.
Use extreme care in what you sell and who you buy from. The lowest price on the internet for a common, in production, item is probably too risky.
Any red flags about a seller need to be taken seriously.
Make your first action if you have a non-delivery problem a credit card dispute. That will motivate Ebay to get this fixed more than anything you can say.

Well... the only problem is that a seller is the only one who can cancel. You've suffered enough... go to your CC for closure.

When you filed with PayPal, you essentially let eBay off the hook. If you chose to file "item not received" with PayPal instead of the newer choice of "shipped to wrong" address, you will likely lose again. The claim is submitted to eBay who responds with the same fake tracking showing delivered, and you will be so done we can stick a fork in you.
eBay's Money Back Guarantee is a giant fail if there is delivery confirmation associated with your claim of "item not received". The only evidence they will accept is a written document (not an email) that states the parcel was not intended for or delivered to you. Of course, this is typically impossible to obtain, so exactly why eBay makes it a requirement. eBay protects eBay.
If you cannot contact PayPal to inform them that your claim is not the regular 'item not received' problem, but rather a "fake tracking scam" you indeed may have to contact your credit card company for a chargeback. File it as FRAUD/fake tracking issue, NOT INR.
