Fake gemstones from india nad others
The biggest problem is that eBay does nothing but kick them off eBay "BIG DEAL" they just open under someone else. The problem lies with eBay's strong desire to make money, they allow anyone to sell so they can make money (business 101 right) but they have no one looking at listings from sellers, even any monitor of items of any kind, but they are over you if you send your contact info to someone, telling you it is not allowed to sell outside of eBay, WHY??? no money for eBay.
If they put the same effort into stopping fake listing as they did for contact info they might be able to see one fake seller of items. Just one example Gemstone's in India as well as other places, A seller lists a gemstone that is normal right, now this gemstone is one of the rarest gemstones on the entire planet, it is somewhat large in size, the listing says natural gemsotone earth creation (where they all come from by the way) unless the lab made. and they are selling this gemstone for .01 opening bid or 7.00 "Buy it now". Now eBay does not see this as a problem but sending you contact info to someone is grounds to be removed. Keep in mind the Gemstone they are selling is something that should be in a museum as the only stone of it kind on earth, (PAINITE) on about 1000 specimens on the entire earth and most are not faceted stones, but this seller is listing 30 or 40 of them that are over 20cts each for 3 bucks per stone, free shipping from India. Call me crazy but I think the problem is with eBay wanting to make money for sales at any cost. If eBay can not see that sellers are selling very, very rare items for pennies and stopping any listing like this (JUST LIKE STOPPING CONTACT INFO EXCHANGE) then scam sellers are allowed to run ramped on eBay in the name of money and profits. Thieves will be thieves and eBay allows them to be without any monitoring system at all except do not exchange contact info and sell outside of eBay, what a joke. Good policy for safety I get it. use that same dedication to listings set up certain requirements of truth from the seller, but instead they give them a top-rated buyer status because they have sold 1000's of fake items to buyers around the world and eBay says look at how good they are at being a thief, we will give them a top-rated seller status for that. eBay could use certain key words (that they do not make know to sellers) that will flag the items listing and not allow it to be listed. just like if you try to send personal info it is automatically caught. Now I am a realest thieves will find a way to get around anything but when eBay has nothing like that for listing then they only make it simple for thieves. so, who is a fault (sellers selling fake stuff) (unknowing buyers buying fake stuff) or (eBay allowing fake stuff to be sold) and with no real consequences if they do it other than a slap on the wrist and kicked off of selling Privileges, "WOOPEEE" so now they can open up under a different name and start the process all over again. I get it nothing will be done and buyer beware, too good to be true is too good to be true is the best policy for buyers and maybe it should be for listings as well. Food for thought " eBay"

·2 years agothey just open under someone else.
That used to be the case.
With the new (ish) Managed Payments program all sellers are required to provide government iD (I used my passport, DH his driving license, Americans must give their SSN) and a checking account in their own country.
This provides two level identification and even so some sellers have complained that a third set of identifications are requested.
This should cut down on the previous standard, where all the seller needed was an email address and a Paypal account.
Where Managed Payments is not available, sellers use Paisa Pay and Payoneer.
Since neither of these is used in the West, accounts may be as easy to open as Paypal is.
