Ebay's runaround on a refund/non-receipt purchase, is NO LONGER a safe place to shop!
Bought an item for $389, a week later it showed as "Delivered" by UPS, but of course, I didn't get anything. Inquiry with UPS, tracking showed a package was indeed delivered, but for someone else at a different address. Ebay later removed this item, and send me an email stating I should file for a refund. Spending hours to get to talk to a live person in vain, BOTH online help & their automate system kicked me around in a loop: when select the item to report/open a case, it prompted to "Contact Seller", help link received as text also got me to the same URL to contact seller over and over. I almost fell to a scammer trap when call Ebay Customer Service & talked to a live person (number was given by Google search, be very cautious people!). It seems Ebay change their contact way recently, and making it impossible for Buyers to be able to talk to an agent, and put us in danger becoming easy preys for scammers! As last resource, I think I'll file a dispute with my bank. Note: Ebay is NO LONGER a safe place to buy: if you didn't open a case/request PRIOR to a delivery, you're stuck with what you get, or with a bogus shipment as in my case.

eBay's automated item not received system can only check a tracking number for a Delivered scan. It cannot access any shipping label information, due to shipping agency privacy policies. While a UPS operator may tell you the actual shipping address was not yours that is not enough proof for ebay to refund you. You can appeal a decision but you need proof of what happened. If you already appealed and lost there is the social media Facebook, Twitter option. The reps on those sites know bout the fake tracking scams and can deal with them.
For packages that have UPS tracking, you need to go to a local UPS store. You will need to bring the ebay order details page which shows the tracking # and your shipping address. You can bring your phone or pad if you use one to buy, or a print out of the page if you use a computer. You ask the clerk to check the tracking info against the address on the label, and the package info. If those things do not match, ask the clerk to write a note on UPS stationary saying the label address does not match the order address, and if applicable that the package type/size/weight is not appropriate for what you should have received. UPS clerks can only give you general information not specifics. UPS store clerks may balk at writing a note, so I suggest calling ahead and finding out when the manager will be there, and do not say why you want to speak to them.
Once you have the note, you can use the links provided by @ittybitnot to contact ebay via their social media pages. You will need to provide the seller's username and ebay item number for the item, as well as your real and username to the message. Do mention that the listing was removed by ebay as well.

For your issue, contacting eBay by call back or chat is not going to help you with the fake tracking scam problem. The fact that your item has already been removed, may help.
