Ebay's failed policies enable scammers and refuse to help buyers so I am outa here.
On July 28th I ordered an item from a seller, After 2 days and no shipping information from the seller I contacted the seller asking for a shipping ETA. The seller responded 12 hours later stating that the item was "still processing" and will take several days before it ships, The following morning I sent the seller a message asking to cancel the order. No response from the seller, 10 hours later I sent a cancel request which is denied, The sellers ebay store now shows 0 in stock of the item. I punish myself by attempting to contact customer service and the tell me that the seller appears to have issues but they are unable to do anything until august 13. So ebay has decided to create a system that enables scammers to proliferate on the site and customer service is designed to inconvenience buyers until they give up, great. Customer service did send the seller messages and after the call the seller contacted me, told me they shipped the item and it was delivered. Sends me a picture of a AMAZON PRIME BOX on my front porch. So there is no shipping information because the seller took my 65 dollars on ebay and went onto amazon prime and spent 56 dollars and sent me a amazon item. Does this break terms of service? Is this an issue? Will Ebay be able to return this item through amazon? What do I do with the other random items in the amazon box the ebay seller sent me? I have ebay customer service contact me, explain what the seller is doing and they tell me that is a problem. Then they tell me that i cannot return the item until august 6 because ebay policy says so. So what I gather from this experience is that ebay customer support has degraded to the point that if a seller decided not to ship a item paid for, and declines a cancel, ebay will do nothing and the seller steals the buyers money, If a seller backdoors ebay and sends a buyer a item from another retailer and does not update shipping the buyer cannot return the item, Ebay does not care, so neither do I, I'm done here.
This system is so incomprehensibly broken I doubt there is a way to fix it.

All you had to do was open your order details and look at the last estimated delivery date posted there, until it had passed there was nothing you could do through ebay.

When you buy an item you enter into a contract with the seller, You pay, they ship and the item is received by the given delivery date, and matches the condition posted. Neither party can cancel the contract without the other agreeing, and ebay has no right to break the contract.

If you received the item in an Amazon Smile box, with "A gift for you" receipt, then the seller did violate both ebay's and Amazon's retail arbitrage policies. You can report the seller to both ebay and Amazon. You can file an item not as described dispute through ebay.
However, if the box was a plain one with an Amazon shipping label and the receipt looks like a regular store receipt, the seller may have used Amazon's Multi Channel Fulfillment service (look it up online) which is ebay and Amazon legal.

So I assume you are aware of the existence of th Money Back Guarantee but didn't read it.
If you had, you'd have realized there's no reason to contact customer service.
