There are a couple of things that are telling me that you've gone about trying to get a refund in the wrong way. It sounds like you havne't opened a claim for non-receipt.
That you were able to leave feedback for the seller means that the seller didn't win an INR (item not received) case
That means that you didn't file a claim
You bought the book on August 29 so you're still within 30 days of when you should have received it.
Go to your order and click that you haven't received your item.
The seller will have 3 days to respond to the case. He must either send tracking info showing delivery or issue a full refund.
If the seller doesn't respond with either tracking or a refund, you can go back to the case on day 4 and ask ebay to step in. You'll get your refund.
You MUST open a claim in order to get ebay's help.

·2 weeks agoWhy did you close your dispute before you received your refund? Once a dispute is closed, it cannot be reopened.
Now you’ll have to reach out to your financial institution to file a payment dispute with them.

Did you follow the Ebay Refund Request process exactly?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
· Select “More actions” beside your item and then “I didn't receive it.”
· Click the box beside I want a refund.
· Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
· Find the item in your Purchase History
· Select See request details
· Select “Ask eBay to step in.”
If you did ALL of the above, did you receive any kind of response from the seller or Ebay?
Not sure why you would want to file a cancellation request after you had already filed a Refund Request. It seems as if Ebay would not accept the cancellation request after a Refund Request has been initiated.
The monetary amount a buyer spends on Ebay per year is not pertinent to any issues that may arise. Ebay does not prioritize levels of spending when a buyer files a dispute.

·3 weeks agoIs there tracking for the order?
If so, what does it show?
Did you file an INR within 30 days of the estimated delivery date?

·3 weeks agoHow long ago did you order it? I'm asking for a date, not a guess.

·3 weeks agoYou didn't receive the item and then sent a request to cancel - that is not how it works.
