eBay says item was delivered, but it was not.

I ordered an item on ebay from China. Possible delivery was about 2-3 weeks to be handled by speedpak. However, item showed delivered at my address - in my mail box within 3 days. Oddly, USPS tracking was provided sometime within that 3 day period.

I reported to ebay that I had not received the item, but of course they say the seller reported it as delivered.

Next, I went down to the Post office with the tracking number. I spoke with a postal worker, who went back and talked with the supervisor. Upon returning from her brief discussion with the supervisor, she relayed to me the following:

1) Tracking shows it delivered to some other address in my town.
2) Tracking number is a scam as number has been used multiple times.
3) They stated that the system was hacked.
4) Item weighed a few ounces. My package should have been 2-3 pounds.

I asked for a statement on paper that I could use to show to eBay, but was refused. That seems very odd to me, unless They are afraid of liability.

The postal worker gave me a number to the Postal Inspector.

I dont want to proceed without some advice.

As well as the advice others have given.............Maybe think again before buying from Chinese sellers online. I don't even consider buying from them after reading the complaints posted here about them. Besides US sellers there's only a handful of other countries I'll order from online. Most of them are European. Even then I want to see a very high feedback rating with glowing reviews and lots of sales.

Just not worth the hassles even if I lose nothing with Ebays' Money Back Guarantee.

If you need to leave that many negatives in such a short amount of time you're doing something wrong.

I've purchased plenty of things from China and they take forever but they have always arrived.

I suppose it's possible something happened with your order but based on your feedback left I have to wonder.ðŸ¤£

I have ordered many times from China, and recently, even Viet Nam - NO ISSUES. Takes a bit, but I get the items. Actually, I like ordering from these places because invariably, I get a better deal due to the fact that they really want to sell in the US.

You have the fake tracking scam. if you claim not received, seller wins as he submit tracking. instead, claim not as described and force them to send a prepaid return label. that will stop them. u need to beat them at their same game. wining a fake tracking involves too much to prove, as u have seen, and the cooperation of postal service. Good luck

Hi - Thank you for all who have responded. I already put in an item not received, and was already told that they show it received. Told me to contact the seller, and check the neighbors.

eBay sent an email and said to contact them again if I cannot work it out with the seller. Gave me until the 25th, I think.

So, I had already thought about doing the "item not as described" because I kind of thought that this was going to happen, but I tend toward the honest approach and its a little hard for me to do that. But in retrospect, I am not cheating anyone, and they certainly would have no leg to stand on... For example, where did they get the tracking number that was used already in the past?

Anyhow, I wonder if it is too late to claim "item not described"?

The other thing is that I went once again to the local post office and they gave me the entire report. I mean everything, the origin of shipment and even where it was ultimately sent to, which is not my address.,

So, should I do the social media now that I have that?

Open the link below and click on the Go to Bet Answer button. Read carefully what to do to try and get a letter on USPS stationary. USPS employees cannot give out specific label information address or package type/size/weight because of their privacy policy, but they may be willing to state it in general.

If you have not filed an appeal (there's a button to do that in the message saying the original claim was denied) Once you get the letter you can appeal and attach a scan to it.

Thanks, I was thinking that - I spoke to someone at the window who said they went and talked to the super. I think I'll go back and try again. If you look at what I was told, it kind of looks like they could be liable. They admitted being hacked. That might be why.

eBay has no set policies and procedures to help victims of the FAKE tracking scam. This has been going on for more than a decade here. It used to be that eBay required a "written documentation" that the parcel was not delivered/intended for you. It was likely "required" because it is often impossible to obtain, thus letting eBay off the hook for refunding you when you have been scammed by a criminal. Don't know if they still do, or what they will required. At any rate, eBay's public facing policy is automated DENIAL. Customer service that you get in call back or chat, follow that plan. Check to see if your seller is still a registered user.
Contact eBay through one of their social media portals. They are very familiar with this scam and do have the authority to help you:

Thanks for all the info you have provided.

I went back to the post office and spoke directly with the supervisor. I received a printout of the entirety of the tracking from origin to the final address, which of course, was not mine. 4 pages worth.

I had originally contacted ebay, as I mentioned in the original post. Some members are suggesting to forget going through eBay "item not delivered route" and just file an "item not as described" claim with eBay. This seems to me to have been a possibly better approach as a first step, rather than now.

Since I am armed with this tracking info that shows clearly that it was not delivered, I wonder if it would be best to go the contact eBay through the Social media route at this point. However, some of the posts I have read state that some people are still getting denied, even when showing the facts that the post office provided.

I kind of feel like if I say "item not as described", I could open a can of worms. Of course I guess it is possible that I could have located the item after putting in a claim of item not received. If I do say item not as described, I wonder what the pitfalls would be, if any.

I see that you seem very well versed in all of this and I'd like your recommendation on how to proceed.

I cannot tell you what you should do, nor guarantee any results. The social media reps ARE very familiar with this scam, and if you have documents from USPS, then there is no reason to deny you. But understand, they still can if they feel like it, even if it shows the eBay money back guarantee to be a fail if fraud is involved.

I do agree that filing a return for "item not as described/missing parts or pieces" may seem a bit below board, but so is eBay's program of consistent DENIAL, and so is the perpetrator of the crime. You will have to provide a picture to make this claim, but from what we can tell it doesn't matter much what it is. After four days with no return label, or MONEY IN ADVANCE to ship something back (package of air), you should get a refund. Many 'sellers' will simply refund at this point. Victims that have used this, have reported positive results. The process is 'automated', just like the eBay denial system.

eBay's number one concern is protecting eBay. Your number one concern should be protecting yourself.

If you paid with PayPal, they should have a newer claim choice "shipped to wrong address". Note that going to PayPal will mean your eBay case is closed. Some reported that the "shipped to wrong address" was not a visible option of late, but this involved a non-eBay transaction. So, presently it is not certain if this choice has now been removed, or it was just in place for eBay sales. PayPal is not a good choice for "item not as described" issues because they will require a return on your own dime.

You can also go to your credit card for redress. This will close any open claims you have open someplace else. DO NOT FILE "item not received". Call the number on the back of the card, file FRAUD/Fake Tracking.

Great way to get your account ban for life. If tracking shows delivered. Someone stole your package. Thatâ€™s not sellers fault. Fake not as described disputes will ban you accounts forever.

How familiar are you with the 'fake tracking' scam? If something was delivered to a different address, and the tracking was used to claim the OP received their order, that's been around for a while, and doesn't indicate the package was stolen. Did you read the OP's explanation of what the PO discovered?

We constantly advise that on these boards as SOP.

I think you need to speak with someone higher up.
