Upon receiving the seller's offer I click on REVIEW OFFER and then proceed to the shopping cart and I get the "There is an issue processing your request". Then when I reloaded and went to my shopping cart i receive a message from ebay "PAY NOW", so I go there and get another problem, take a look: https://postimg.cc/ZBC6zB7g

It's just impossible to sell or buy on ebay without wasting a lot of time and going through all this hassle.

·2 years agoHi, yes it sounds frustrating. Have you tried a different browser, and cleared up your cache from your browser? If you have tried both, I would reach out to eBay customer support for help.

OP2 years agoAfter two accepted offers and being unable to pay for the item, plus after receiving two non paying buyer strikes from e—bay I have left neutral feedback for the seller mostly criticizing e—bay for blocking me from paying for the accepted offer and sending new offer(s) without fixing the problem first. The feedback has disappeared within hours and ... I received a third offer for the same item from the same seller and thinking the seller/ebay has fixed the problem I accepted it. Yet I am still being blocked from paying for it. There goes my third non-payer strike...
The seller wrote:
"I usually send items through eBay's global shipping programme, maybe that's where the confusion is. It won't let me send you an invoice either."
Then why would they send me a third offer if it does not work? I will receive a third non payer strike from ebay. I asked the seller to not send me offers if they can't sell/ship to me since I am being hit with non payer strikes, but they just sent me a third offer, which I am still being blocked form paying for.
I think I need to take another 20 years break from e—bay.

OP2 years agoAfter ALL this trouble (see the above posts), I have just been sent a NEW offer of the same item by the same e—bay seller! Screenshot is attached. Thinking that the problematic issue has been resolved by now and the seller decided to still want to sell it to me, I accepted the offer. Once I accepted the offer I immediately got the same e—bay screen with the following wording: "There is an issue processing your request." The system does not accept "ACCEPT OFFER" but I was able to MAKE COUNTER OFFER and send a message to the seller asking to cease and desist.
Clearly, e—bay is acting irresponsibly and is incompetent and unwilling to handle even the simplest problems. Their support is no longer responding to this issue and is not apologizing. Just documenting this case to the public.

OP2 years agoHere's an example of e—bay and e—bay's seller spamming (screenshot is attached). Not only I have never been on this e—bay's store, on this seller's listing, I also was never interested in such products. Not even accidentally, I have never browsed such or this product. Clearly e—bay is spamming, or e—bay is selling customer data to its sellers. Even then, they are incompetent, because they are spamming the WRONG audience... On top of ebay's incompetence, it's double incompetence since this "Offer" clearly highlights e—bay's own idiocy: "Does not ship to Portugal". This is beyond stupid.

OP2 years agoEbay seems to be EXTREMELY, EXCESSIVELY buggy! Same item I accepted seller's offer for and am unable to pay for it and yet another, new bug. Makes me think, is e—bay doing this on purpose? Screenshot(s) are attached demonstrating how I got there, by clicking on PAY NOW in the pictured drop down:

If that is the same listing you accepted the seller's offer on, it is too late for you to pay for it now.
It has been more than 4 days / 96 hours since the offer was accepted. The transaction has been cancelled, and the item has been relisted. That is what is wrong now.
That item (currency, banknote) is not eligible for GPS shipping, and that is the only international shipping that is on the relisted item. The seller made a mistake, they are not offering a valid international shipping method. Many sellers will only use the GSP, but not all items are eligible for GSP shipping.
eBay should not have shown that item was available to be shipped internationally.

·2 years agoSomething just occurred to me. That listing has the eBay UK Global Shipping Programme as the international shippping method. So I went and checked the restrictions on the GSP.
Currency, including bank notes, is not allowed. So this is probably why you were blocked from paying with an international shipping address. This could definitely have been better explained by eBay. The listing should not have shown GSP shipping and import charges in this case.

OP2 years agoYes, banknotes just like narcotic drugs may be highly illegal (sarcasm), yet people use them in their every day lives. Oddly, banknotes are becoming less used because of credit cards and digital payments, but narcotic drugs usage is on the increase and that is sad.
Honestly, I don't believe that banknotes were the cause for e—bay to create problems like this. E—bay makes good bucks letting people buy and sell collectable currencies (banknotes) and even counterfeit goods, which I am against. Look up please, there is a separate category on e—bay for coins, stamps and currency, banknotes. Can't be illegal. We may as well ban sale of matches, gas lighters and especially passenger cars since cars can become dangerous weapons on the road, with the wrong user on the steering wheel. And how about knives being sold on e—bay, also dangerous weapons. Balloons can get stuck at anyone's throats if handled incorrectly. Most things can become dangerous. I know, you were just suggestive, and I appreciate that.
The authorities sometimes confiscate innocent goods such as souvenir notes, while allowing imitation guns to be sold and shipped by mail. If they banned all dangerous stuff such as foods one can choke on and condoms that can fail during sexual act thus ending up in more unwanted births as well as lawsuits.
Banknotes can be obsolete (non-negotiable) and negotiable currency instruments, and both are collected by millions of paper money, currency, banknote collectors around the world.

Thank you for posting the screenshot I asked for. As expected, it does confirm that you were the winner, so the problem was not because another buyer had accepted the offer before you did. So that possibility is ruled out.
At this point, it is too late for you to pay for that listing. It has been more than 4 days, and it has been relisted, so the transaction has been cancelled. It was probably cancelled automatically after 96 hours.
The "Seller does not ship to ..." error has been reported before, in situations where the address should have been accepted. Even for shipments within the USA, buyers have received this error. I have received it when I was investigating something that could only be shipped to the UK, using an address in Yorkshire, UK.
I don't know if it has ever been determined what causes the issue; whether it was something to do with the address itself, or something else. When I experienced it, I had just changed my primary shipping address to the address in Yorkshire, which was actually a real, physical mailing address there. So I thought that there might have been some delay in processing the change. I tried waiting somewhat more than 24 hours, and then tried again. I still could not view the item in my cart, but then I tried adding another item from the same seller, and then I was able to view both of them in my cart, and would have been able to pay for them successfully. So that does appear to have been a glitch.
Yesterday, I tried putting the relisted bank note into my cart, using an address in Portugal, and it did work correctly. I would have been able to purchase it and have it sent to the address in Portugal. This was a physical address in Lisboa, not a PO Box (which can be blocked).
You can try putting the relisted item into your cart, and see if it works. If so, the glitch is probably resolved.

OP2 years agolacemaker3: Yes, when I go to those two pages screenshots of which you have posted I do see that the seller ships to Portugal at £10.77 and the other page "Item Purchase History" has got "Pay Now" link under "Action" but when I click on "Pay Now" on both of those pages I get this: (see screenshot attached) and I also am unable to contact the seller, as per above posts of mine.
That's why I reported that to e—bay support, to which they replied (as per above earlier post) but they did not even ask me for screenshots, which I provided to them anyway.

OP2 years agoP.S.: Also, the entire deal seems wrong since the seller made an offer for £15 which I accepted, but the UNPAID, AWAITING PAYMENT page shows me I must pay the £15 which does not include the shipping charge. I understand that the shipping can't be done to Portugal (which is also weird) and the seller can't be contacted and I am blocked from paying for it as well. I also believe the seller is probably blocked from contacting me as well since when I sent them a message (via the ACCEPT OFFER interface) they did not contact me with a reply.

OP2 years agoThanks for explaining (r_lresale). Now I understand why I can't pay for the offer that was accepted by the seller. What's STRANGE is that the seller made the offer to me, not the other way around. So they should have not sent offers to those to whose countries they do not ship. Or ebay should fire their webmaster. I accepted the offer, but there were numerous blocks created by ebay (see the above and below screenshots) preventing me from paying for this accepted purchase. What's even stranger that ebay states I must pay for this accepted offer (or else) but the seller does not ship to Portugal. Mind blowing incompetence. I am sure they do ship to Portugal, but ebay is such a convoluted place. And finally: If it was sold to someone else, why is ebay asking me to pay for it? How am I supposed to cross these obstacles ebay keeps creating for me, one after another? One surprise after another, day after day. Yet another surprise, I tried to contact the seller explaining the situations, with screenshots, but ebay won't allow me to contact the seller. It's a closed circle.

·2 years agoWhen a seller sends out offers that offer goes out to all watchers/interested buyers. The error message you are getting shows that another buyer accepted the offer before you and/or bought some of the items if it was a multiple item listing.
