Ebay enables scammers by allowing sellers to not ship items and then never issue a refund
I purchased an item for $17; forgot about it until just before the 30 day time limit for the Ebay guarantee. I contacted the seller to no avail and then started trying to deal with ebay. If a seller never ships an item I don't understand why Ebay allows them to keep the money sent to them. Fortunately it's a low priority for me but I just wanted to warn others that Ebay will string this along to the point you can no longer dispute the transaction with your credit card company. Be vigilant with your purchases and don't trust Ebay to do anything sensical. On top of this reviews for the seller cannot be posted because the transaction is never completed so the seller has zero repercussions and others cannot be warned.

·1 year agoWhen you don't receive your order, you have 30 days after the estimated delivery date to file an INR.
A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in for a refund.

·1 year agoI'm having a hard time understanding how ebay "will string this along", running out the clock, when your first sentence states you made a purchase and forgot about it. As others have noted, credit card companies generally give considerably more than 30 days to dispute a transaction. If, on the 29th day, you opened an item not received case with ebay, you'd still be in the game for a refund.
Did you open an item not received case? If you didn't how is that anyone's fault but yours?
To open an item not received case you don't need to contact the seller or eBay.
Go to your purchase history
Click the "More actions" drop down menu
Click "I didn't receive it"..follow the prompts.
The seller will have 2 days to respond with either tracking showing delivery or a refund.
If neither of the above happens you can return to the case after 4 days have passed to click "ask eBay to step in".
If your Money Back Guarantee has passed the 30 days window you can seek a refund through your credit card.

eBay has no way to know if the item was/was not shipped/received.
Tracking is not required except to "prove" delivery.
If a buyer sits idly by and does nothing, then there is no reason why eBay should do anything.
There is no and should be no automatic action/refund in cases such as yours where no action was taken by the buyer.
