That is really an unfair thing to say. eBay's employees are constrained by ebay's policies which they have no power to change.
If you had a feedback removed, it was likely because, you lost a dispute, were issued a refund, or your comment violated a policy. As for how long it takes for a refund to be issued, that can depend on the transaction's problem.
You may want to post more about the problem(s) you have run into, so we can tell you what might have hastened the refund, but if you do that, I suggest that you post it on your home site's community so the members there can advise you.
