eBay polices those sellers. Cancellations giving the reason of Out Of Stock do cause a defect to be given on the seller's account and they are charged the final value fees for the transaction it would not take many cancellations for a new or occasional seller to be banned from selling on the site.
Usually, it is New or Inexperienced sellers who cancel transactions. They often do not know about ebay's 21-30 day hold placed on all New sellers or those returning after not selling for over a year payments. On their account the payment status shows Pending or Processing so they do not think they've been paid, so they cancel usually a few days later. The hold can also be imposed on a payment for an item that sells for much more than others they have previously sold.
Those sellers often have taken ebay's poor advice to start auctions with a low starting bid "To encourage bidding" which often does not work out well for them and they often end up getting one or two bids. Especially, if they haven't sold items like vintage stereo equipment before. You should only buy items like those from sellers that have experience selling them.
If those cancelled transactions are still in your purchase history open them and check the sellers feedback profile to see if you were dealing with New/Returning or Inexperienced sellers. Some could have a high feedback number, and even a 100% rating, but all for buying not selling before or in the last year.
If a seller is new and got a good price for an item, but hasn't shipped within a few days, try messaging them. Tell them if they have not shipped because the payment is Pending/Processing to do a Google search for " Payments on hold, ebay ". That could give a new/returning seller the info they need to complete the transaction, and get the fund released.

·4 months agoThe buyer is unable to cancel unilaterally, but has to ask the seller to cancel. The seller is not required to agree to the cancellation.
If a seller cancels because of OOS, that seller receives a "defect". No one knows how many "defects" it takes to get a seller removed, but supposedly it's not many.

·4 months agoYea...It sounds like a good idea but instead of cancelling the bad actors will just return the item(s) causing the seller(s) even more headaches.
Real penalties would be nice, both for buyers that cancel or don't pay and for sellers that don't ship after an auction ends.
I know there are dings on seller accounts for canceling "out of stock" and dings for buyers that don't pay but REAL penalties.............$$$
