Dishonest seller refused to ship nor cancel the order
Summary: zjiang1023 shared their experience with a dishonest seller on eBay, who refused to ship or cancel an order and instead, relisted the item at a higher price. They sought advice on obtaining a refund and reporting the seller. lady_madonna advised on using eBay's refund request process, while mudshark61369 pointed out eBay's Money Back Guarantee policy. zjiang1023 clarified their unfamiliarity with eBay’s refund process as a casual buyer and expressed hope for respectful interactions from the community. msha3839 added that respect should be earned, supporting mudshark61369's direct approach.
Hi experts! I ran into a dishonest seller and need some guidance on how to deal with them. Thanks in advance.
I ordered an item and the seller generated a shipping label. However, moments later they messaged me, saying they had no intention to ship the item (because of high eBay fee) and that they had cancelled my order. They also mentioned they would post the same listing on Mercari and asked me to buy it from there.
...except that they didn't cancel the order. I don't see any notification from eBay, nor do I get a refund. When I asked them for a proof of cancellation (like a screenshot), they dodged and said they called eBay to cancel and that it would be eBay's responsibility going forward. Of course it's a lie.
What's worse - they relisted the item under a different user name on eBay, with a higher price tag. How do I know they are the same person? Well, same location, same photos, same description...
I understand sometimes sellers regret certain sales. However, lying to buyers and not cancelling the order is weird. My questions:
How do I get a refund? Since the seller generated a shipping label, eBay doesn't allow me to raise a cancellation request.
Is there a way to report the seller? I do feel this type of behavior should be discouraged.

You can also report the seller here for offering to sell outside of eBay.
You can also report their message that they sent you.

"How do I get a refund?"
You've been buying on ebay for over 15 years and you still do not know the terms and time frames of eBay's Money Back Guarantee? On almost every listing page under the accepted payment icons there is a Shop with confidence header under it it says Money Back Guarantee, followed by a Learn more button. The answer to your question can be found by clicking on it.

OP2 weeks ago@mudshark61369 I have been a casual buyer and never have had to deal with returns or refund on eBay. Even after this very first unpleasant incident, I still hold high hope that sellers are honest and that experts here are respectful. It was just pure bad luck for me to encounter both opposite examples on a single day.

·3 weeks ago · EditedGo to your Purchase History and click on Order Details next to the item title to see if the latest estimated date of delivery has already passed.
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
· Select “More actions” beside your item and then “I didn't receive it.”
· Click the box beside I want a refund.
· Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
· Find the item in your Purchase History
· Select See request details
· Select “Ask eBay to step in.”
