The seller uses Ebay International Shipping.

Orders are shipped to a hub in the US, then the hub will ship the order to your country.

Your profile shows that you registered on ebay from Canada. Was your address on the Order details to a U.S. address or a Canadian one? If it was to a Canadian address how you get the info you need to resolve this issue may differ from what U.S. buyers have to do. In that case you may want to post your issue on the Canadian site's (www.ebay.ca) community.

If you did use a Canadian address and tracking shows Delivered to a location in the U.S.. You start by going to your purchase history, on the (ebay.ca) site. Click on the More actions button, Select I didn't receive it. Because there is apparently a Delivered scan, a couple of options will open, select I'd like a refund. In the text box you will need to write:

I ordered this item which was to be shipped to my address in Canada. Tracking was given, but it shows delivery to city/state in the United States. Check the tracking number (paste it here) and look at the delivery address.

One thing that may help that you can add to the message is to look at the city/state where the package was given to the shipper. If it doesn't match or isn't close to the location given on the listing page, add that information as well.

I would call the shipping service and see if the buyer requested a re-routing of the package.
