China shipped to USA says tariff is included but seller didnâ€™t ship with speedpak? | Buying

The listing says that it included applicable import fees and would be shipped by speedpak, but it looks like the tracking starts with zcx and ends in cn not the ee or es long tracking speedpak uses. It looks like itâ€™s a regular international shipping to the us that goes through usps. The reason I went with this seller is because it included that message and said speedpak, tariffs in the USA are a $80 flat fee for usps if itâ€™s not prepaid like speedpak. Are they allowed to switch shipping like this? What do I do?
