Try using a different browser, or if using the app, use a PC web browser instead.
Make sure your card is added to your Payments/Wallet:

You just recently joined ebay and at first you will have a limit on how much you can spend and/or the number of items you can purchase at one time, until you prove to be a reliable paying buyer.
The link below gives you some info about the limits/restrictions, but has edited out the info for new members having limits. However if you do a Google search for "eBay buying limit new account" and enable the A.I. response, there is more info in it.

·1 month agoIn order to answer your question, we'd probably need more information. For instance, do you have an actual payment source set up with eBay? Does the seller ship to your location?
