Before you open any case, be sure to check and make sure the item was or was not shipped. If it does show that it was shipped come back and let us know. If it was shipped and shows tracking and you do receive something, opening an item not received case would not get you a refund.

We cannot check order numbers, but we can tell you that The order number was generated by ebay, not the seller. Before a seller becomes Nolonger A Registered User (NARU) they have to have had a history of problematic transactions. Had you checked their feedback profile before buying from them, you might have seen them. Never, go by a feedback percentage alone.
Once the last estimated delivery date has passed by 1 day if you have not received the item, and the tracking does not have a Delivered scan, use the More Actions button to file an Item Not Received (INR) dispute. You may only see Return item on that page, but clicking on that will open a menu that has "I haven't received it", in it.
If that seller is no longer a registered user, why don't you wait til the last estimated delivery date for your item and then open an item not received case one day after that?
You have 30 days after that EDD to open a case.
If there is no seller response to your case in 3 days (and there probably won't be, if he's NRU), then you return to the case and ask eBay to step in. You will be refunded from the seller's funds.
We, the users of this forum, are buyers and sellers. We are not ebay staff. Sharing your order number with us is about as useful as pouring ketchup on an ironing board.
