That statement violates ebay's Feedback extortion policy for sellers. Sellers are not allowed to make giving a refund dependent on receiving a positive feedback.

The above being said, the feedback you left is undeserved. The seller being located in Indonesia would not know what if any U.S. customs fees might be charged for their sales. That is something you should have looked up before buying plants from another country.
The seller's listings do state:
"International shipment of items may be subject to customs processing and additional charges".
"This item has an extended handling time and a delivery estimate greater than 26 business days.
"Phytosanitary Certificate Processing Takes About 1-2 Weeks".

·3 years agoYou won't get that 50% refund. Once you change your feedback, you won't hear from the seller @nishaguia0 again.
Instead, if you're still within 30 days of the actual delivery, you can start a Not As Described return request (click RETURN THIS ITEM) and the seller will either
-- pay for return shipping (they won't)
-- or be forced to refund your $30 + $60 without requiring a return.
The $115 is gone unfortunately, to pay for the new awnings on the customs house.

·3 years agoYou can change a neutral or negative feedback if the seller sends you a formal "Feedback revision request."
