Case put on hold despite clear foul play.
So I purchased an item on eBay from a seller who's account shortly got deleted afterwards. I opened a case with Ebay to get a refund. The seller then reaffirms me that the item will get delivered and gives me a tracking number and claims it will arrive in about 15-20 business days and requested I close the case (obviously I don't). The seller delays shipping updates until close to the deadline where I could request eBay intervention and soon as the deadline is here, I check the tracking and it now falsely shows the item as “delivered,” but I never received anything at all.
The tracking number is clearly fraudulent because there is no package at my address, no delivery attempt was made and it somehow magically got "delivered" somehow 2 days later after the seller said I would have to wait 15-20 business days.
The seller contacted CS and now my case has been placed on hold until the 25th and I currently cannot escalate it further. Is there any way to get Ebay to respond sooner? The seller clearly scammed me and a simple look at the chat logs and now deleted account/item listing should be definitive enough proof.

It sounds to me like the seller was trying to stall you past the 30 day limit fr opening an Item Not Received (INR) dispute. It may help help us if you told us the date you purchased the item and what the last estimated delivery date was when you bought it, and if you remember or can get from the tracking info, the date the tracking number was posted.
The use of the fake tracking scam (tracking showing Delivered but nothing is received) is hard to beat, but the seller being Nolonger A Registered User, may work in your favor.
If the seller told you they contacted CS, that was probably a lie. There was nothing for them to report, except that they delayed shipping.

OP5 months agothis all but occured only 3 days ago. I purchased on the 11th, sellers account is gone, I open a case on the 12th. Seller affirms me it will get delivered, 3 days pass around time I can escalate it. Seller contacts CS before I myself can escalate and claims Im the one falsely claiming and provides a fake tracking number showing the package was delivered and now my case is on hold for 10 days.

Several of the details you gave smell like a Chinese dropshipper.
It's likely that you're the victim of a fake/invalid tracking scam seller and since there's tracking showing delivery, it's likely that a widget was delivered to a random address in your zip code. As such, you'll lose an INR (item not received) case.
What you have to do is get a written statement from the carrier stating that "such and such tracking number" was not delivered to your name or your address.
Then you have to appeal the denial of your claim.

If you have online banking with the debit or credit card you used for the purchase...just do a simple dispute online.
