Cannot make counteroffer as a buyer
I made an offer to a buyer and they gave a counteroffer. When I attempt to make a counteroffer, I am greeted with an error message that states "We are unable to send your message at this time. {e263390-1127594x}." I have already tried counteroffering on the app and on different browsers, as well as clearing my history/cache.
Does anyone know a solution to this? Did the seller disable buyer counteroffers?

According to your profile you just registered to use ebay yesterday the 18th. Did you complete the registering and confirmation of your financial information? If not, that could be one reason why you cannot counter your seller's offer.
Another reason why you may not be able to send a counter offer, might be the cost of the item. As a new member you will have limits on how much you can spend and/or how many items you can buy at one time, until you prove to be a reliable payer. open and read the info in the link below.

It is not mentioned in the above link but there is another limit known as an Open Transaction limit.
You are only allowed 4-5 open transactions at any one time until your buying limit has been lifted.
Open transactions are:
A) Items you have committed to buy but have not yet paid for. (look in your cart)
B) Auction(s) you have placed bid(s) on that have not ended yet.
C) Offers you have sent that have not been accepted, declined, or that time out after 48 hours without a reply.
When you bid on an auction, each bid you place is considered an open transaction, even if you get out bid. That is because a seller could cancel another bidder's bid(s), or another bidder could retract their bid(s) leaving you the winner, at one of your bid prices.
When you pay for an item you've committed to buy, an auction you have won, or have an offer accepted or declined. you get an open transaction back to use. Instead of placing a bid for one increment at a time on an auctions, the best strategy is to place one bid for the most you are willing to pay for the item (Automatic Bidding) and to place that bid as near to the end of an auction as you can, or dare to. That way other bidders will have less time to react to your bid, and you will know quickly whether or not you have won the item or not.
