Cannot get a refund for item. Not received?

I am looking for insight on this situation because I am at my wits end.
On June 29 I bought a vintage brooch. The estimated delivery date was July 10. It never arrived. After July 10, I went to do an INR however when I attempted to select that option in the listing it said sorry, you are no longer covered.
So I messaged the seller a hey, checking in, please update me with shipping info. Crickets.
In thebpast when for whatever reason INR would not open I was told by ebay to cancel. So, I requested a cancellation. On July 25th I received notification that it was denied (or the seller did not respond).
So I started calling and emailing ebay. Since then, I have sent in multiple support messages. The responses have basically been, hey, sorry this item not covered because it has been more than 30 days. It has not been more than 30! One message said oh well you only have 3 days past the delivery date to open a case for Collectibles but I checked, I believe that only applies to INAD.
So I called. I have spent over two hours on the phone over four different calls.
Call 1: yes. Totally,you are owed a refund. It should come in 48 to 72 hours. It did not. Called back.
Call 2: oh yeah, I see that it should be covered. I cannot open a case but I promise I submitted a ticket. Case will be opened. Nothing hapoened after a few days.
Call 3: first she tried to tell me the arrival date was past 30 days. I said no, it was July 10 and we are within a 30 day window. She said yes you are right. I cannot get a ticket open but if you go in and report the seller for suspicious activity and give all details we will review and refund. Nothing happend after 3 days.
Today, Call 4: Aug 9 is the 30 day deadline so I called in again. Person on the phone said well, sorry, after the seller denied your cancellation you have three days to dispute and now we cannot file. I demanded a supervisor. 30 mins later they said one will have to call you tomorrow.
And I tripping??? I bought an item. Paid for it. Did not receive it. No tracking was uploaded. I could not open an INR so I asked to cancel. Seller refused. Still within the 30 day window I requested an INR and/or refund. Am I not covered by money back guarantee? What did I do wrong? I have been on ebay 16 years. It is not a lot of money but I am just about done. Seriously considering deleting my account over this. Worse, the seller has 5 negative feedback saying this exact scenario happened: no shipping, no response. They have like a 90% positive. Why are they even allowed to still sell??
If anyone has any suggestions on how to get through to ebay, please let me know. I rarely buy things, mostly sell. I cannot believe that this stupid purchase is set to ruin 100% positive rating and years of selling.

·1 month agoYou are still within that 30 day from EDD (estimated delivery date) timeframe to open a claim for non-receipt and if it's not letting you do that, there may be something else going on.
I'm wondering whether the item was listed in a category that excludes the MBG. (But
it still doesn't explain why the time for INR has passed.)

You wrote several times that you called ebay. There is no direct to ebay phone number, any longer. You have to use the Contact us button at the bottom of most ebay pages, fill in info then request a call back. There are phone numbers you can find on line to call ebay but they do not connect you to anyone who works for ebay or their off site customer service call/chat reps.

That piece of advice was wrong. Requesting cancellation has to be done before a seller ships, if the seller had created a shipping label but it never updated a seller could not approve a cancellation request or it would time out after 3 days. Cancellation requests have to be made within 30 days of making the purchase. If an INR was already filed that would prevent you from requesting cancellation.
Again you seem to have gotten a lot of bad info. We might have been able to help you, if you were still within the 30 time frame for filing a dispute. We might be able to explain why there was an issue, if you post the ebay item number for the brooch to a reply.

Of the debit or credit card used for the purchase...go online with your banking and do a dispute as item not received...quicker done online.

·1 month agoYou had 30 days after July 10th to open that INR case. To me, it seems like that deadline doesn't expire til tomorrow, but maybe eBay counts it differently. In any event, just go to your payment source and start a chargeback. If you didn't know how to handle this better, please read the MBG.
