Buying trading cards with ESE shipping: Post office is requesting $4 additional postage on a $1 item | Buying

Lately my post office is not delivering items that have an ESE label and contain a hard plastic top loader in a PWE. They say it is not flexible enough (too rigid). They are requesting $4 to $4.50 for pick-up (often times it is a for a $1 card with $1.25 shipping). The item however is scanned as "delivered" due to the suspect tracking that is associated with ESE. I opened a case like this and eBay ruled against me. Any thoughts here? Is the answer to stop ordering ESE to my post office location? Seems like eBay could be more proactive here in working with the PO and the Sellers to get a routine down for these labels. It does say on the USPS website not to ship items in PWE that won't go through the machine. It specifically mentions "hard plastic cases". https://www.usps.com/ship/letters.htm
