No and I would never buy services on Ebay. I wouldn't really make much sense with a bunch of fraud going on. For example you brought up repair. Lets say I have 20 cds which need fixing I would not only have to pay for shipping cost up and back but also trust the seller to ship the cds back to me. Cost more time and money doing that rather than just get them fixed locally.
Keep in mind eBay is not really set up for that. If you send an item in and it's not returned to you or damaged , you would only get the cost of the service refunded.
