Buying
I bought a Vorwerk hoover from Ebay and this was coming from Italy. However, it did not arrive and went back to the seller. The seller had said that this was just sent ordinary post and I am not sure how it was sent. Do Ebay operate a service whereby you buy something from Italy and this would then go to a central Ebay address and then get forwarded to the person who is buying?

Your seller being located in Italy, would have to have shipped the vacuum through a standard international service, Italy Post, UPS, Fedex... ? You said the package was returned to the seller, did they provide tracking that gave you that information? If so there is usually a reason given why it was being returned.
Since you are located in the U.K. you should probably post your question on ebay's U.K. based site's Community. This is their U.S. based site's community (ebay.com) the link below will take you to the U.K. site's community. Hover over the Discussions header and click on Buying in the drop down menu

·5 months ago@hazelo2006 eBay does have what is called the eBay International Shipping Program. Up until recently is was only available to U.S. sellers. I believe Canada can access it now. I don't believe Italy has it (yet). It is not mandatory sellers use it. Sellers can still ship internationally on their own.
The important thing here is whether the seller refunded you. Did they? Any word on why you were not able to get it?
