If disabling your ad blocker or trying a private or incognito browser window does not allow you to check out again and get past that blank popup, try completing that purchase using a mobile browser or the eBay app.

I decided to check the Report ebay Technical Issues board which can be fund by Clicking on The Buying & Selling header at the top of the page, the technical issues is at the bottom of the list, and there was a topic on it from last night, so we are not the only ones this has happened to. I started to write what I did below about sending an offer but first checked my watch list. The item had ended but was in my purchase history, so the Offer was seen and accepted.
If the Best offer option is on the listing you're trying to buy first send the seller a message, then send an offer for a little less than the asking price.

Do you mean when you click on the BIN button a popup page opens but does not load, it just stays white? If so that happened to me last night, but only on one listing that I tried to buy from. It didn't happen on others that I bought. I tried to buy the item again this morning, but the same thing happened.
If the listing you are trying to buy from has a Make Offer button. The item I was trying to buy did, so I messaged the seller told them what happened and that I was sending them an offer for five cents less than their asking price, and hoped they would accept it. The make offer page worked. They're in the central time zone so may not receive the message for a bit yet. I'll post the outcome later.
